II. Restoration Program

What is it? What does it mean? What are we going to do? And (most importantly) what is it going to cost me?!

Last year we had a grass roots movement to make sure that homeowners had a chance to vote on the options for restoring the Aspens. This year we will see that vote take place at the Annual Members Meeting.

The Restoration Committee has been working diligently throughout the year to develop our options for you to vote on. Their charge was to develop; a plan consistent with the following goals:
1.Restore and maintain the buildings and grounds.
2.Update and Enhance the Common Areas.
3.Stay within budget - no special assessments.
4.Maintain the unique character and appearance of The Aspens.

How do you determine all that? The committee went through a process to understand what it needed to come up with.
1.Conduct engineering study to determine needs.
2.Form Ad Hoc Committee to study issues.
3.Solicit input from members
4.Evaluate all suggested options
5.Bid out pieces of proposed options
6.Evaluate Bids
7.Devise method to achieve goals within budget.

So what do we need to do with our 26 year old property? Their identified needs were:
1.replace sprinkler elements
2.correct drainage and overgrown shrubbery
3.restore building exteriors, decks, fences and sidewalks.
4.Update and enhance park and swimming pool
5.Prepare restoration schedule
6.Build perpetual maintenance schedule
7. STAY WITHIN BUDGET!!

(We have a little minor fixation on that last point).

All options that had been suggested were evaluated and with 2 exceptions call for increased assessments during the next 6 years. The options calling for increased assessments are included for your evaluation but we are going to focus on the two options d
