U.PAC. or NEIGH.ASSOC. to Blame?

The post on April 6th stated that Union Pacific representative, Gilbert Dutchover, 224-3451, had responded to a call asking for the grass to be mowed along the railroad tracks between Beacon Hill and Alta Vista from W. Hollywood to W. Elsmere streets. Mr. Dutchover said that the area would be mowed by April 20th. Union Pacific did not follow through on this promise. The area is still unmowed. City of San Antonio Code Compliance has been contacted today and a letter is forthcoming to District 1 Councilman, Bobby Perez. I'm wondering why the Beacon Hill and Alta Vista Neighborhood Associations can't hold the railroad responsible for maintaining the brush along the tracks in our neighborhood. I know some residents who live along the tracks maintain the area for which the railroad should be responsible. I wonder whether they receive any compensation for their work? Why can't someone be contracted to maintain the property and bill Union Pacific for the work they are so ineffective at doing? And why are the neighborhood associations so ineffective about insisting on higher living standards for our community?
