Alpine Highlands POA Board Meeting 9/22/2009

Subject: Minutes 9/22/09 for review

 

The Board of Directors meeting held at the home of Dick & Debbie Sweeney, was called to order on September 22,2009 at 7:05 P.M. by president, Martin Gorence.  Present were Martin, Dick, Sharon, Pat and Debi.  Ron, Missy and Jean did not attend.  Guests present were Debbie Sweeney.

 

The minutes from the August 5, 2008 meeting were read and approved.

 

OLD BUSINESS:

Albertson Parkland Site: Martin will continue to be our liaison with regard to the possibility of the Albertson Parkland Site. He maintains contact with Brad Bailey(APG). We were provided copies of the site plan. We support the park & the plans.

 

Illegally Parked Vehicles/Towing: The violators have conformed and the situation is under control. However, the board agreed that Martin and Ron meet with local towing companies (that were previously contacted) to review our Bylaws & CC&R's and advise if the laws constitute a legal ability to tow a violating vehicle after sufficient notice has been given. These companies are willing to post signs, furnish notices and tow when required and contacted by our Highland POA liaison. Martin and Ron will advise the board on the outcome. Signs should be posted at each entrance. A meeting will be called as needed.

There is one concern of a dumpster in the roadway on Viejas View Rd. The property owner has been notified and intends to remove it once their landscaping is completed.

 

Sewer System: The sewer line project has been shelved temporarily by Sharon, due to our national economic turmoil. There is a possibility of partial loans from CA State water reclaimation funds but homeowners would need to have additional sources for the system. This will be re-visited in the future. 

NEW BUSINESS:

Alpine High School: A secondary emergency access/digress road was shown on the original site plans to flow traffic onto Viejas View Rd. Currently this has changed due to Indian relics in that area of the school site. Martin & Sharon will stay on top of these meetings.

 

Roads: Annual inspection of our roads by county PRD superintendent, Rick Johnson is scheduled for October. Martin Ron & Dick will ride with him during the inspection. They will advise the outcome at our next meeting.

Highlands POA 2.4 miles of roads (PRD) are now covered by the county's three million dollar liability umbrella policy at an annual premium of only $1,000.

The next meeting date (TBA) will be posted on the website. The meeting was adjourned at 7:55 P.M.
