What happens in meetings?

As a neighborhood association, the Perkerson Civic Association vote on the following issues and initiatives:

  • Public development initiatives impacting the neighborhood of Perkerson
  • Re-zoning that impacts Perkerson
  • Variances from the current zoning requirements, when requested by private developers
  • Letters of support for public/private grants for projects impacting Perkerson

In addition, the PCA seeks to improve the neighborhood through work in the following areas:

  • Advocating economic development with our local government
  • Addressing public safety concerns
  • Outdoor improvements to our local parks
  • Work on traffic and transportation issues

A variance is a request to deviate from current zoning requirements. If granted, it permits the owner to use his land in a way that is ordinarily not permitted by the zoning ordinance. It is not a change in the zoning law but a waiver of a certain requirement of the zoning ordinance. Examples where a variance might be apply would be to build a gazebo in the back yard, or to add a second story in a one-story zone, or to allow the owner of an odd-shaped lot to reduce slightly the setback requirements in order to fit a building.

In addition, expect to hear updates from the Perkerson board, our local police precinct, our local fire fighters and our local political representation from the city, the county or state legislature or your federal elected officials. Accountability is the name of the game.

Who should go?

We should all go when we can.  However, not everyone has time to go to all the meetings or transportation.  We encourage neighbors to look to bring another neighbor. Many of us are busy professionals who travel for work.  That is why we have email and this web site! Also, look for special Saturday meetings  in the daytime so you can become a part of new and exciting things or just lean back and relax...JUST DO SOMETHING.

The Perkerson board will reach out to keep you informed of the agenda and open up major announcements and votes here for comment.  However, community is what keeps us strong, and our active participation helps make Perkerson a great place to live.

Besides, it's just plain fun to see each other at least once a month and get to know one another, and you just might have fun.

Street Index for Perkerson Community:

The Perkerson Community has several main streets that run through the neighborhood and connect to other communities. Our borders are Jefferson Park on the East Point sides of the neighborhood, Hammond Park at the Cleveland Avenue South side and Sylvan Hills at Lakewood Avenue and Metropolitan Parkway.

This street index is provided to help people learn the street names. Please remember that it is very important that you give full street names and addresses when calling for ambulances, fire trucks/paramedics or police. In many cases, people have dropped off either the words "Street" or "Road" or "Avenue" or "Drive" and this creates confusion in the 911 system.

In many cases, I have heard people say Metropolitan Avenue rather than Metropolitan Parkway. However, there is a Metropolitan Avenue in East Atlanta so this can create confusion and cause the 911 system to dispatch resources to the wrong address. Please remember to learn the street names so that confusion can be avoided.

The Street Name Index for the Perkerson neighborhood is listed below:

  • Avery Road
  • Banks Avenue
  • Baxter Road
  • Beeler Road
  • Brookdale Drive (Part of street is in the City of East Point)
  • Cleveland Avenue (North Side of street up to I-75 Cleveland Avenue Exit & the City of East Point.)
  • Cleveland Circle
  • Connell Avenue
  • Forrest Hills Road
  • Gainer Road
  • Glenway Drive
  • Hanford Drive
  • Metropolitan Parkway
  • Milam Avenue
  • Pegg Road (2 streets)
  • Perkerson Road
  • Pomona Circle
  • Quaker Street
  • Spring Garden Drive
  • Springdale Circle (City of Atlanta side; some addresses are City of East Point)
  • Springdale Place
  • Springdale Road (Boundary stops at north side of Springdale Road-does not continue over Cleveland Avenue)
  • Vinson Place
  • Yale Place

Notes as to street names:

  • Metropolitan Parkway was previously named Stewart Avenue
  • There are two streets named Pegg Road in the neighborhood; one is off Metropolitan Parkway & the other off Perkerson Road.

Voter Registration:

Am I registered or how do I register to vote? Voter registration is a county function. Georgia counties issue precinct cards after reviewing and processing applications. Voters are required to notify the board of registrars of their county of residence whenever they move. The following are links to the various voter registration sites necessary to help you learn or become familiar with the process.

Georgia citizens have access to several convenient methods of registering to vote:

  • Download, complete, and mail a voter registration application.
  • Contact your localcounty board of registrars' office or election office, public library, public assistance office, recruitment office, schools and other government offices for a mail-in registration form.
  • Registration is offered when you renew or apply for your driver's license at Department of Motor Vehicle Safety drivers license posts.
  • College students can obtain Georgia voter registration forms, or the necessary forms to register in any state in the U.S., from their school registrar's office or from the office of the Vice President of Academic Affairs.

If you own, occupy and claim your home as your legal residence on January 1 you are eligible for a Homestead Exemption, which was worth $258.70 in 2006. In addition, the Governor’s Tax Credit is automatically applied to homestead property for an additional reduction up to $229.04, depending on your tax district and other exemptions you receive. Additional exemptions are available to those who meet legal criteria. You may apply for exemptions year-round with the Tax Commissioner’s Office, however your application must be received or postmarked by April 1 to receive the exemption for that tax year. Applications not filed by the deadline constitute a waiver of the exemption for that year. All exemptions must be applied for by mail or in person. Please visit www.fultoncountytaxes.org for detailed information for further assistance for the following exemptions.

Under the direction of Arthur E. Ferdinand, Tax Commissioner, the Motor Vehicle Division assists citizens with titling and registering motor vehicle equipment as mandated by law. The Motor Vehicle Division collects applicable ad valorem taxes, issues metal plates/decals, and registrations to automobiles, trucks, motorcycles, tractor trailers, motor homes, boat trailers, and mobile homes.

Call our offices at (404) 730-4000, or visit the Fulton County Tax Commissioner at: www.fultoncountytaxes.org.

Ad Valorem Taxes

Ad valorem taxes must be paid prior to receiving a tag or decal. These taxes are due every year at renewal registration time, even for vehicles that are not operational. Taxes are assessed according to the make and model of the vehicle and the tax district in which you live. Late payments of ad valorem taxes are assessed a 10% penalty. You may perform renewals by using Visa or MasterCard at http://www.dds.ga.gov/

Emission Requirements

Effective January 1, 2010, in Fulton County, vehicle emission inspections are required every year on 1986 through 2007 model year gasoline-powered cars and light-duty trucks (up to 8,500 lbs. gross vehicle weight rating). Vehicle model years 2008 and newer model vehicles are currently exempt from inspection. For complete information you may contact the Georgia Air Force at 800-449-2471 or visit their web site at www.cleanairforce.com.

Renewal Registrations

Registrations expire at midnight on the birthday of the person listed first on the title or registration. Registrations for businesses are staggered and are due according to the first letter of the company name as shown on the title or registration. Deadlines for businesses are as follows:

A-B due January   M-N due July
C-D due February   O-P due August
E-F due March   Q-R due September
G-H due April   S-T due October
I-J due May   U-V-W due November
K-L due June   X-Y-Z due December

We encourage everyone to use the mail or to use http://www.dds.ga.gov/ for tag renewals. Please allow enough time before your designated deadline to process and mail your tag renewal. Applications sent by mail must be postmarked by midnight on your birthday in order to avoid a 10% penalty on the taxes and a 25% penalty on the tag fee. You risk the possibility of a citation if the decal is not displayed by your deadline.

Non-receipt of a renewal registration does not relieve you of your responsibility to register and pay taxes by your designated deadline. If you do not receive a renewal registration in the mail, you may either call 404-730-6100 to request a renewal, or you may fax the request to 404-730-7172. Allow enough time for us to mail renewals before your designated deadline.

 Insurance Requirements

  • All motor vehicle registrations and renewals require valid, current insurance coverage with an insurance company licensed in the State of Georgia.

  • With the exception of vehicles registering as part of a fleet or those vehicles listed as self-insured by the State, your insurance company is required to electronically update the State System with your insurance information.

  • The VIN (vehicle identification number) on the insurance policy information card, should match the VIN on your title and, if previously registered, the VIN in the Georgia State Motor Vehicle System.
