Murders: There have been 55 homicides so far this year, compared with 60 at this time in 2006.

Tactical Situation
Around 3:30 p.m. Monday in the 400 block of N. 39th Street
A man holed up in his apartment surrendered to police. Police say officers went to the apartment to arrest the man on a felony theft warrant. The man refused to leave the apartment, and his wife told police he had a gun. After a short standoff, the man surrendered to police without incident. He is now in police custody.
