Unoccupied Homes Requiring Maintenance

I'm concerned with the lack of maintenance to some of the properties in our heighborhood. The problem seems to be mostly with unoccupied homes. The owners have either relocated prior to selling the property, or the property is being foreclosed. In either case, it's extremely difficult for the HOA to recoup the cost of hiring someone to maintain the property. On the other hand, if we just let it go, it has a negative effect on our property values, as well as causing potential health hazards. Should this problem be addressed with a new covenant requiring some sort of security deposit? Does anybody have any other suggestions?

Hello.  One property located towards the top of  neighborhood has been mowed recently.  I hope that someone will help out with maintaining this property until the bank takes responsibility for this property.  The hard part has been done and the three foot grass has been cut but more work is needed.Smile
