Dear Neighbor.


I hope that you and your family had a wonderful and blessed holiday season. I pray that you will have a blessed and prosperous New Year. As our journey takes us farther into this year we have no idea what we may encounter as a community or in our personal lives. There is one thing for sure we will all experience change to our community together. Certainly the time will come when we must show support for what is right for our community, our well being our families. To ensure that our community continues to improve and flourish in a positive direction its going to take commitment unity respect and love from the entire village.

I am happy to announce that our treasure has grown from several hundred dollars to $1002.20. We thank all of you who have made your annual $25 voluntary' homeowners dues. Remember, don't forget to mail your checks in before May 1st. too our treasurer Ms Merita Washington, 11419 Swordfish Dr. 32218. This year we have a bank account established along with a tax ID number to receive funds from the Mayor's matching grant program. We will be seeking funds to provide lights for our neighborhood ID sign. After that project is finished we will have a ceremony and refreshments will be served.

In August there will be a Neighbors Night Out Cook Out. Information on the exact time place and date will be in June news bulletin. As our treasure grows I would like to have an annual Carnival, Field Trip or Block Party for the youth of the community.

Presently, a proposal to build a Church on Harts Rd (1300 seat capacity) and eventually a church school (600 seat capacity) with swimming pool and basketball court are the reason you see rezoning signs between Best Western and Forest Lakes apts. This property has been zoned for single family dwelling and apartment storage and retail since 1989. Personally, I feel the church would be a plus for the community if four lanes in that area were provided. My concerns and many of you have expressed your opinions regarding the traffic congestion in that area if changes are not made. We are in the process of getting some answers to this potential setback. Attached is a copy of the ordinance from the city council meeting held on 2-9-99 at 6pm. The next hearing on this issue will be held on 2-17-99 at 5pm at City Hall. Homeowners your presence and input will be needed at this meeting. We are looking for you to turn out in large numbers.

Our next homeowners meeting will take place on 2-20-99 at Highlands Library from 12.00 p.m. to 1:3O p.m. On that day we will have the honor of hearing and questioning candidates for district 7 council seat bring your best questions. The two other homeowners meetings will be held 6-12-99 1:45 to 3pm and 10-9-99 at 1:45 to 3pm both at Highlands Library. We welcome all new homeowners to the community. Your attendance to our homeowners meetings are very important. CPAC (Citizen Planning Advisory Committee] meetings are held at FCCJ north campus in the administration building on the second Wednesday of each month from 4 to 6pm. Very helpful information is shared and discussed at these meetings concerning North Jacksonville Zone 6.

Mr. and Mrs. Smith of "The Yard of the Month Committee" say our goal is to make our neighborhood more attractive and yards litter free. The residents of Turtle Creek are coming forward and getting involved because they too want to make a difference. The yard of the month committee selects a yard once a month that has visually enhanced our neighborhood. Turtle Creek is looking good! Beginning March 1 "The Yard of the Month recipient will receive a $15 certificate as well as the beautiful sign.

We need more participation on the Harts Rd Clean Up. It looks as if someone is trying to discourage our efforts to keep it clean but we must prevail. Harts Rd is the eye into the community. Thank you in advance for your renewed help.

Finally, the association needs your participation and your prayers for the continued safety security and presentation of our community. Let us press on to move forward in a positive direction.
