S.N.A.P., or Spay Neuter Assistance for Pets, Inc., is based in Muscatine County, Iowa. It was created June 1995 to help people spay or neuter their pets. It is a non-profit organization that subsidizes, based on income level, clients' spay/neuter veterinary bills.
