Thanks to a neighbor who trimmed down the brush and bushes on corner of Honora and Viscaya so that it isn't such a dangerous corner for cars and bikes.  There still needs to be work done to clear it out and replace or repair the split rail fence that's falling down.

I contacted New Castle County yesterday. We've been told this area belongs to the county. NCC was verifying and will get back to me to confirm. If I don't hear from them by tomorrow, I will be following up. Thank you.

Update: NCC is responsible for this area. I spoke with the supervisor who said this area will be cleaned up within the next few weeks. A work order has been initiated.
