I am way late to this post, but may provide some meaningful information to readers, or someone else with a similar issue.  Stonebridge Townhome Owners Association has a professional real estate management company to handle communications with homeowners and answer questions.  If you are a resident and member of our townhome community, please visit the 'contact' page, or "about us" information for STOA.  In our community, the townhomes are individually owned, with outside maintenance of the walls, siding, trim and roof, the responsibility of the individualhomeowner.

In any case, contact New Castle County Information if there is a question about a repair contractor's work, a repair affecting a neighbor's property, etc.  They can direct you to the appropriate NCCo person to answer your question.  CALL:  302 / 395-5555

Maintenance or Homeowner Associations would NOT likely cover any roof repair, unless the property was maintained as "Common Area".  A Condominium likely would.
