What is considered a livability issue?

Livability issues are the concerns of citizens regarding the quality of life in our neighborhood. Such concerns include problems with Animal Control, Building Inspections, Business and Cabaret Licenses, Noise Violations, Parking Violations, Parks and Recreation, Property Standards, Tourism Violations, Trash and Zoning Violations.

If you are experiencing problems of this kind, first and foremost, talk with your neighbor. Kindly ask them to correct the problem before calling the authorities. If the problem persists, report the violation to the appropriate department. (Contacts are listed below.) Document as much evidence as possible to give to the authorities when they arrive. Documentation will prove essential later when prosecuting a violator so try to collect as much information as you can.

The Livability Officer

Mayor Riley and the City of Charleston take Livability issues seriously. So much so, that the city developed an innovative way to handle persisting issues.

If an issue cannot be resolved by talking with your neighbor and/or you do not feel that it has been addressed properly by the appropriate city department, you may decide to bring it to the attention of the Livability Officer. Sgt. Dan Riccio is the Livability Officer for the City of Charleston. He has the capability to issue tickets in regards to these issues, which will then be addressed in Livability Court.

Livability Court

With the issuance of a ticket, the violator will be summoned to a set court date. Sentencing will occur on the date of the court hearing and appropriate measures will be taken by the court to make sure all the requirements of sentencing are met. The city has stated "Enforcement of proper codes will not cease until the violation has been resolved. There will be a strict adherence to court decisions, which will assure concerned residents that the conditions of their neighborhoods will be improved."
