Livability Committee Has Its First Meeting!

On 18 May 2006, the first meeting of the Livability Committee of the Radcliffeborough Neighborhood Association took place at the home of Dan de Lesesne. Present were Dan Lesesne, John Zervos, Ester Jones, Julie and David Skinner, Peggy Levinson, and Elliott Dobson who took the minutes).

The first meeting of the committee was to get organized both in definition and structure and set some initial goals.

After some discussion, it was decided that ?“livability?” issues would be defined as any neighborhood problem or issue related to ?“trash, noise, and appearance of property?”. All agreed that the city regulations regarding these issues would be the guide for their definition and any action taken by the committee in regards to them. Consultation with Sgt. Dan Riccio, the Livability officer for the City of Charleston is planned for a future committee meeting.

The members of the committee would divide up Radcliffeborough into sections to be ?“watch people?” for these issues as well be a support system to encourage compliance with trash, noise and property appearance issues as well as empowering residents to take action in regards to these issues when necessary. The committee agreed that a consistent uniform way should be developed to allow members to keep any confrontation on the part of a committee member with a neighbor on a ?‘positive?’ level.

Also, the committee itself will be a facilitator of constructive communication between owners, the neighborhood association and Sgt. Dan Riccio.

Much discussion took place regarding the structure of the committee and it was decided that more members are needed and that a chair needs to be elected. Since more members are needed, election of the chair has been set aside for the next meeting.

All agreed that a system is needed for keeping records of requests to neighbors for compliance and records of their response, also a copy of that response from any College of Charleston student should go to Evie Nadel, the assistant to the Dean of Student Life.

Some goals set at this time were to:
1. Develop a hardcopy livability brochure for the neighborhood residents and publish it on the website as well.

2. Develop a hardcopy livability brochure for the college students moving into the neighborhood and publish it on the website as well

3. Create a trash patrol.

4. Ask Lt. Williams and or Sgt. Riccio to come to a meeting to address definitions and city regulations in regards to livability.

5. Contact College of Charleston Public Safety and get them involved in enforcing noise ordinance.

6. Contact city regarding signs notifying residents of noise ordinance such as are displayed in Harleston Village.

7. Set next meeting time to 31 May 2006 at 6:15pm at the home of Dan de Lesesne.

8. Peggy is to bring notebook binder to next meeting in which to collect/hold all meeting minutes.

9. Dan is to contact Evie Nadel to ask if committee can have an input into the information that College of Charleston students are given regarding living off campus, integrating themselves into the community and fines for livability citations.

10. Publish on website the committee members and their sections so residents can call the member responsible for their section of the neighborhood.

Topics agreed upon for the agenda for the next meeting:

Create a rough proposal for the livability brochure/handbook and discuss how walks/patrols of neighborhood are going and suggest ways to address problems and neighbors with livability issues.

Wallace the dog was thanked for his gracious hospitality in sharing the garden and the meeting was then adjourned.
