Blind Curve in Phase 2

I was wondering if there are any rules in our homeowners laws about parking street side on corners?
We live on Willowbay Ridge Street in the back phase 2 of the neighborhood. As you enter around the curve there are people parking on the street side around the corners, and it makes this location a blind corner. I have seen lots of people speeding around those corners not able to see around the corners where the cars are parking street side and it is just a matter of time before have and accident at that location. Is there a way to have these people park in there driveways which can hold 2 cars in the garage and 4 or more in the driveway. Or maybe park a little further around those corners so this is not a blind curve?

We have the same issue on street Walnut Crest Run, and to make it worse, this is where the neighborhood kids gather around to play, jumping out into the street behind these cars leaving almost no time for uncoming traffic to react.

What subdivision are you in? Not sure about your particular C&R's, but there is a law that vehicles can't block the roadway. If there are two vehicles parked directly across from each other creating a narrow path for two lanes of traffic they can be ticketed. Or if it creates an unsafe condition at the location of the parking these can be ticketed as well. Not sure if I would bother with the HOA, would recommend calling the police department that is in your jurisdiction.
