Minutes - Working Board Meeting for the NorthEast Coalition - December 27, 2007

 

The meeting was called to order by President Claire Green-Fallon at 7:05.

 

The President, Claire Green-Fallon introduced a special guest Lawrence Barker-Bey of Living Waters.  The president explained the purpose of his visit.

 

Mr. Barker-Bey started by giving the group a more in depth explanation of his involvement with Mayor Pat McCory's mentoring program and they include:

 

A).  Mentoring comprises of many aspects

B).  There are many local agents that provide mentoring

C).  Create a task force to provide a community base for mentoring so these agents will take ownership and be accountable

D).  Each agent involved should be a 501c(3) organization and have a state license that states it can solicit funds.  Federal dollars can also be gotten

E).  Strategy to build the structure.  A template has been created for this purpose

F).  Have the City and State fund the project

G).  Members of the NEC will play a role for the organization

H).  Community is ready, able and has the talent to perform the template

I).  Core groups needed

J).  The Mayor has already agreed to give us property for $1 lease

K).  Looking for resources, advisory staff and paid positions

L).  Is there an action plan in process?  Must challenge folk to change, is this the best mind set for Charlotte? No, we need to address the issues at hand.  And lastly, what skills does the NEC have to bring to the table for a mentoring program for the community?

 

The group thanked Mr. Barker-Bey for coming and for his input to this growing issue of mentoring.

New Business:

  • - The following was discussed for upcoming meetings:
  • - January - Keith Parker
  • - February - Thom Tillis (Thom will discuss redoing the way the state does the equity formula. Thom started the 20-20 program.)
  • - March - No public meeting. Edna Chirico will be invited for this closed meeting (date TBA)
  • - April - Police Captains from the areas
  • - May - Round table - invited participants are: Malcolm Graham, Anthony Foxx, Karen Bentley, Michael Barnes, Trent Merchant, and Jennifer Roberts

 

Jack Brosch and Claire Greeen-Fallon volunteered to help change the way the equity formula is set up.  Mr. Tillis want people who are familiar with many terms used in government.

 

Old Business:

None

 

Zoning:

-  Baily Patrick interested in building next to an Auto Construction site.  Planning doesn't want housing, would like to leave zoning as light industry.

-  NEC doesn't support this project.  Can't vote because no petition yet.

 

#2008-020 - Approx. 4.80 acres on the south side of David Cox Rd. between Old Statesville & Harris Cove Drive. Beacon Partners seeks to change the existing zoning from I-1 to I-2 (CD) maximizing the potential for Industrial use, while limiting specific I-2 land uses.  Scheduled for Public Hearing Feb. 18th, 6pm.  Govt. Center.

 

#2008-023 - 28.7 acres next to North side Baptist Church at the northwest corner of

Equipment & Jeremiah Blvd.  Charlotte Truck Center (the Petitioner) seeks to change the current Business park zoning to a less restricted I-1 (CD) light industrial and B-2 (CD) commercial use zoning --- which would permit a Truck Sales, Service & Leasing Center on the property.   Proposed new zonings, the property would be rezoned light industrial  & B-2, but uses would be limited to O-1 (office type uses) and both motel & hotel uses would be excluded.  Public Hearing Feb. 18th, 6pm.

 

-  #2008-024 -  12.81 acres located on the Southwest corner of Northlake Centre Parkway. Mt. Holly-Huntersville Rd and Alexanderana Rd.  Public hearing February 18, 2008.

 

No further business, motion to adjourn the meeting of December 27, 2007 at 9:00 P.M.  Seconded.  All approved.  Motion carried.  ALL AYES
