Mogollon Estates HOA Board Meeting 01/29/05

Attendees: Ralph Ballantine, Jim Beam, Theresa Bender, Ken Floberg, Mark Herreid, Marta Ludwig, Ed Meyer, Shane Siren, and Mark Strong. Keith Brock and Kathy Christensen could not attend.

Minutes: Ken Floberg read the September 25, 2004 minutes. The minutes were accepted as read.

Treasurer’s Report: The Board approved transferring $990 from the operating fund to the reserve fund. The following is a summary of the Profit & Loss Statement and the Balance Sheet.

Profit & Loss Statement Summary:

Accounts Receivable: Owner of lot 322 has reneged on his agreed to payment plan. Mark Herreid will send him a letter of inquiry. The Layton Taylor Collection Agency has been unsuccessful in collecting the debt owed by the owner of lot 277. The lien will remain in place and we will collect when and if this property is sold.

Owners of lots 277, 290, and 322 have not paid their 2005 dues. Another notice with a late fee was sent 1/15/05. The owner of lot 291 notified us that his lot was sold 11/05/04. The title company that handled this transaction failed to notify the Association. Ken Floberg will send the new owner a bill for the dues and transfer fee.



Improvement Committee Report:

Violation notices have been sent to the following lot owners…275, 277, 296, 302, 303, 314, 317, 322, 326, 329, 335. The Improvement Committee will follow the Policy Of Procedure CC&R Enforcement requirements in seeking resolution of these violations.

Dead Tree Report: Another inspection was conducted 1/25. Eight more new letters were sent. Nine owners have failed to take action from previous notification. Appropriate action will be taken. The owners of lots 277 and 322 have received their last notification. Quotes to remove dead trees from these lots have been obtained and will be forward to these owners. If they still fail to respond, the Board will decide on the next action.

Forest Entry Area: The contractor (Keith Morrison, a local workman) selected to do the first phase of this project has failed to respond to our inquiries. The Board has placed this project on hold until this coming spring.

“For Sale” Sign Requirements: This document has been completed and it will be titled “For Sale Sign Requirements”. This new document will become a part of the association’s standard operating documents.

Building Guidelines: The Board suggested some minor changes to the new additions recommended by the Improvement committee. Ken Floberg will mail the revised guidelines to the owners of lots 321 and 330 as well as to the contractor working on lot 321.

Common Maintenance Road Between Lots 320 & 321: The owner of lot 320 presented his concerns to the Board about the plan lot owner 321 has for the use of this “common” entry point. He is worried that he will lose access to his propane tank and the back of his lot. He has left messages for the owner of lot 321 but they have not responded. The Board has agreed to facilitate a meeting between the two owners. Mark Herreid will set up the meeting.
