PREPAREDNESS PLAN

Mission Statement

We the Martinique Condominium Association (MCA) of the Martinique at Ponce Inlet, in the event that a disaster or major incident occurs (i.e. fire, hurricane, tornadoes, floods, etc.) will take all the appropriate actions to place the facility in the safest condition possible and to notify unit owners/residents of the emergency conditions.

Preparedness Goals

The following are the goals for our Hurricane preparedness planning process:
Develop a plan.

The following are goals for our Hurricane Preparedness Implementation process:
Protect life.
Protect the unit owner?’s property.

Executive Summary

The emergency management policy is to:
Place the facility in the safest condition possible.
Notify unit owners/residents of the emergency conditions.

Authorization and responsibilities will rest with:
The Emergency Management Team consisting of the Members of the MCA Board.

The type of emergencies that might occur are;
Major incidents (i.e. fire, )
Disasters (i.e. hurricanes, tornadoes, floods, etc.)

The emergencies will be managed by the MCA Board.

Emergency Management Elements

Direction and Control
The Emergency Director is the President.
The following are members of the Emergency Management Team:
Vive-President
Treasurer
Secretary
Assistant Secretary

Policy Statement

The president is responsible to make all final decisions regarding the preparations and evacuation of the Martinique. In the event that the president is unavailable, the vice-president will assume the responsibility to make final decisions. All employees (maintenance) are responsible to report to the president.

The Emergency Operations Center will be located in the clubroom. The alternate location will be the maintenance employee?’s storage room located in the garage next to the north stairwell.

Communications

The Emergency Management Team is responsible for the communications plan.

Communications between members of the EMT will be accomplished telephonically or by messenger as follows:
1. President/designee to the floor manager/designee
2. Floor managers to unit owners/residents

Emergency Communications Directory will include contacts and phone numbers for Emergency Management Agencies:

The president will accomplish communications with personnel families.

The president will report all emergencies.

Emergency warnings will be issued using the telephone or messenger and signs will be conspicuously posted.

The EMT will be used to carry out the communications.






Evacuation/Life Safety

Ponce Inlet Emergency Operation Center (EOC) will make the decision as to what conditions warrant evacuations.

The City evacuation plan is on file with the MCA Secretary.

The floor managers/designee will account for all residents.

The EOC will be called to request assistance in evacuating disabled and elderly guests.

The evacuation notifications will be posted on the bulletin boards and at the elevator doors.

The president will have the primary responsibility for notification of the evacuation orders.

The evacuation assembly areas will be designated by the EOC.

The EOC will designate the shelters.

Training

Unit owners/residents will be trained and educated using the following:
?· A copy of this plan will be provided to each unit owner and it will be maintained by the secretary.
?· The plan will be reviewed yearly and revisions mailed to the unit owners.

Property Protection

The following actions prior to the evacuation order will protect and secure the properties assets:

1. ROOF
a. Check roof for loose gear and bring inside (hoses, etc.).
b. Make sure the roof door is shut tight and locked.

2. ELEVATORS
a. Close all elevator lobby doors and keep closed.
b. Store elevator on the 7th floor.
c. Shut power off in elevator control room (also throw breakers in electrical room as marked and listed).




3. WATER PRESSURE BOOST PUMPS
a. Shut pumps down at pump control panel.
b. Bypass pumps so building operates on city water pressure only.

4. POOL
a. Throw breakers on pool heaters.
b. Shut off pumps.
c. Secure pool pump covers.
d. Shut off hot tub.
e. Put all pool furniture in garage.
f. Shut off all valves for irrigation supply at the meter.

5. GARAGE DOORS
a. Open garage door.

6. GARAGE FANS
a. Shut off garage fan at switch next to fan.

7. CLUBROOM
a. Move office to the clubroom (shut off ice maker).
b. Shut off all breakers to appliances as marked and listed in breaker room.

8. ELECTRICAL ROOM
a. Throw breakers to the following: Elevators, Water Pressure Boost Pumps, Pool Pumps and Heaters, Garage Door, Garage Fan, Club Room (unless office is till operating there), Sprinkler Systems.

9. DOORS FROM GARAGE TO POOL
a. Cover all doors or lower storm shutters if installed.

10. PERSONAL FURNITURE
a. All personal furniture on patios, balconies or unglassed lanais must be stored in the unit.

11. FIRE PUMP
a. Must be shut off when water pressure drops unless we install a low pressure cut off device.

12. EXERCISE ROOM
a. Cover windows or put down storm shutters if installed.







Facility Shutdown

Total facility shutdown will be accomplished as directed through the evacuation ordered by the EOC.

Partial shutdowns will be handled on a case-by-case basis.

The EMT has the authority to authorize a complete facility shutdown.

The EMT is responsible for carrying out a complete facility shutdown.
