It is not accepting any valid addresses. It appears to be for any emerald services. It has been down at least 2 full days.
Not sure if it down on the Charlotte 311 app or not, but for sure down for online reporting.
This has happened in the past and took over a week to correct the issue. I am guessing it is the same issue his time.
You can call 311 during operating hours M-F 7 am to 7 pm.
