Hazard Mitigation

Charlotte-Mecklenburg Emergency Management is in the process of updating the County’s Multijurisdictional Hazard Mitigation Plan (HMP) which was last updated in 2010.  The Department of Homeland Security requires that jurisdictions have an HMP in order to be eligible for Hazard Mitigation Assistance. The HMP must be updated every five years to remain current.

The HMP forms the foundation for our community's long-term strategy to reduce disaster losses and break the cycle of disaster damage, reconstruction, and repeated damage.  The plan update process allows jurisdictions to identify policies and actions that can be implemented over the long-term to reduce risk and future losses. The jurisdictions included in the Mecklenburg multijurisdictional plan include:

  • City of Charlotte
  • Mecklenburg County
  • Town of Cornelius
  • Town of Davidson
  • Town of Huntersville
  • Town of Matthews
  • Town of Mint Hill
  • Town of Pineville

Public participation is vital to successful plan development.  The planning team has planned for three public meetings:

  • Thursday, November 20th, 5;30 - 7:30 pm, Charlotte-Mecklenburg Government Center (600 East Fourth Street, Charlotte 28202) Room 280
  • Tuesday, December 16th, 5:30 - 7:30 pm, Huntersville Town Hall (101 Huntersville-Concord Road, Huntersville 28078)
  • Mid-February 2015, 5:30 - 7;30 p.m., Matthews Town Hall (232 Matthews Station Street, Matthews 28105)

A public survey has also been developed in order to allow for public comment about hazards threatening our community.  The survey can be found by clicking here.

The final draft document is scheduled for completion by the end of February 2015.  The draft will then be submitted for review to North Carolina Emergency Management (NCEM) and then the Federal Emergency Management Agency (FEMA).  Once the plan receives approval it must be approved by each jurisdictions’ City or Town Council or Board of Commissioners in order for FEMA to issue final approval.

The current (2010) plan is available at http://www.charmeckem.net/node/29.  Once the 2015 plan is finalized, it will become available on the website as well.
