On Tuesday, June 18th, 2013; the Board of County Commissioners voted in support of the Department and Building Development Commission’s FY14 Budget Proposal approving ten (10) position betterments, with overall expense & revenue levels of $20,301,212 for 175 full-time employees (FTE’s).
The justification for this approval is based in part by data trends from July 1, 2012 through February 28, 2013 indicating that commercial continues a slow steady climb out of the 2008 – 2010 recession.
- · Permits are up 8.34%
- · Inspections requested are up 15.44%
- · Permit Fee revenue is up by 11.7%
- · Construction Value permitted is up by 8.1%
- · Residential reviews are up 35%
- · Small commercial project reviews in CTAC are up 19.5%
- · Large commercial projects demanding more plan review hours are up by 35%
The Home Builder Association (HBA) industry projections for single family (SF) residential new construction grew 22% in 2013 and is expecting a 30% increase in 2014. The National Association of the Remodeling Industry (NARI) projects that residential remodeling will grow by 10% through January 1, 2015.

On Tuesday, June 18th, 2013; the Board of County Commissioners (BOCC) voted to support amending the LUESA Fee Ordinance to increase demolition permit fees 2.5%; the first of four (4) 2.5% Demolition Permit Fee increases as recommended by the Building Development Commission (BDC) on March 19, 2013.
The current consolidated fee structure was created in 1997 to simplify the process for customers by creating one (1) payment process but has not changed in 15 years. On April 17, 2012, the BDC voted to support an FY13 increase of 10% followed by four (4) annual increases of 2.5%, in each FY14, FY15, FY16 and FY17. The BOCC approved the initial 10% demolition permit fee increase on June 5, 2012.
