Rental Property Ordinance
On January 1, amendments to the City of Charlotte’s Residential Rental Property Ordinance were enacted. The most significant change to the ordinance requires all residential rental property to be registered by the owner.
The ordinance is put in place to require owners of residential rental property, whose property is within the Disorder Risk Threshold as established by this ordinance, to register sufficient identification so the City may identify and contact the owner when excessive levels of disorderly activity occur on or in the property. In addition, the City desires to establish a method to hold owners of residential rental property accountable for failing to use effective methods to reduce disorderly activity on their property.

Small Business Opportunity Program Update |
The City of Charlotte is expanding the Small Business Opportunity Program (SBO) to include minority and women-owned businesses. If approved by the Charlotte City Council, the proposed program changes will be implemented this summer and will include a new program name.
The goals of the proposed chages are to be more inclusive in our contracting and procurement, focus on equity and inclusion, and build goodwill in the business community. The changes to the SBO Program are a result of the 2011 Disparity Study, which concluded that the City of Charlotte underutilized minority and women-owned firms for some industry segments. In December 2012, the SBO Program held two community forums to communicate the recommended changes, as well as receive input from stakeholders.
