Leaves should be collected in plastic bags and left with the tops open for pick up. It use to be clear only...but they will pick up solid color bags. If leaves are left piled in the street it is a 311 issue. If it is just a few the street sweepers on one of their few sweeps a year will catch some of them.
As for the pick up in the bags they should not placed at the curb until the day prior to pick up.
A Timely question. I think some of the landscapers are bad about blowing leaves in the street. I know some cities allow you to pile them in the street, and they will come and vaccum them up. CHARLOTTE is not one of those cities.
