Greetings,
Welcome to the September 2010 issue of the
Westover Division Response Area 3 monthly
community letter. In this issue you will find crime
reviews for the month of August 2010 as well as
some information on recent arrests.
Please share this document with other members in
your community. Public awareness of crime and
crime patterns is vital to assist in developing lines
of communication between citizens and police, as
well as forming working relationships between
citizens and police. If you or someone you know
would like to be added to the distribution list for
this document please contact me at
jhulsey@cmpd.org. This newsletter is available in
Spanish.
August was a good month for the Westover Division Response Area 3. We only had 3 reported violent crime
incidents. One of those incidents was a domestic incident between family members. Another incident was
questionable in nature. The third incident was a robbery of a business on South Blvd. Overall, property
crimes were down 16% compared to the month of August 2009.
Now that school is back in session I encourage citizens to be observant of youth and teenagers who are
loitering in neighborhoods, shopping centers, or other public areas during school hours. Please notify police
of truant teens. Truant teens are all too often leaving school to engage in activity that is either criminal or a
nuisance to the public. Do not hesitate to call 911 and provide the location and description of the child.
Police will not come to your home or business if you request to not be contacted.
I look forward to getting to know more of you as we partner together to fight crime in our neighborhoods.
Best regards,
Response Area Commander Jacquelyn Hulsey

Noteworthy Arrests:
Officer Grier is a Westover Division officer with a temporary assignment on the Priority Offender Strategy Team (POST). The POST team was working along South Blvd when they observed a suspect named Wesley Patterson. Mr. Patterson is well known by officers and a prolific thief. The POST team began surveillance on Mr. Patterson and ultimately Officer Grier observed Mr. Patterson enter the rear service door of a restaurant on South Blvd and emerge within minutes with a bulky item concealed under his arm. Officer Grier radioed for nearby officers to intercept Mr. Patterson as he made his way down to the railroad tracks. Mr. Patterson was caught as he was trying to break into a locked cash box which was identified as the item he removed from the restaurant. Many fine officers played a role in this arrest.
On August 31, 2010, two suspects reached into a vehicle in the 5900 block of South Blvd and stole a GPS and 4 laptop computers. The victim chased the suspects towards the Archdale Light Rail Platform while a witness was calling 911. Sergeant Harris arrived at the light rail platform and learned from the victim that the suspects had boarded the train. Officer Stinson (pictured left) made her way further up South Blvd and boarded the train at the New Bern station. Officer Stinson observed two individuals matching the suspects’ description and was able to detain and ultimately arrest the suspects with the assistance of back-up officers. Officer Stinson’s quick response and attention to the information being broadcast resulted in a great arrest.
On August 30, 2010, shortly after midnight officers received a call for service stating there were individuals on the roof of the T J Maxx store on South Blvd. Theft of copper wiring from commercial grade air conditioning units has been a common crime city wide. Officer Adkins (pictured left) and Officer Kunz (picture unavailable) arrived on scene and secured the lower portion of the business. They called for Charlotte Fire Department to respond with a ladder to access the 30 foot high roof. The two officers climbed up to the roof and located two suspects hiding among the large air conditioning units. A total of 12 A/C units spanning the length of the strip mall building had been stripped of copper wire. Theft of regulated metals has become a very profitable crime for thieves and a hard crime for police to enforce. This is an outstanding arrest by these two officers.

Another interesting arrest made during the month of August resulting from a DNA match from a 2006 robbery case. A suspect was recently arrested for an unrelated charge and a DNA sample obtained. When the sample was entered into the database a “hit” was generated from a sample collected on the scene of an armed robbery of the Charlotte Check Cashers store at 4749 South Blvd that occurred in June of 2006. Store surveillance still maintained with the case file showed an individual matching this suspect’s description committing the robbery. Warrants were issued on the suspect and he was arrested at his residence on Seneca Place. Westover Burglary Detectives have identified a suspect for one of the burglary cases listed on Axminster Ct. The suspect is known to the victim as he is an acquaintance of the victim’s teenage son. Due to this relationship the victim has unfortunately chosen not to pursue charges against the suspect. Although police were unable to arrest the subject we will continue to monitor his activity and let him know police are aware of his alleged criminal involvement.
