I heard back from the city, below is the response:
Jennifer Smith, of the City’s Storm Water Services Division, asked me to respond to your e-mail requesting information on surveying work currently in your neighborhood. Charlotte-Mecklenburg Utilities is surveying the existing sanitary sewer line behind your property on Rome Ct. for possible replacement in the future. This is an old line with a history of back-ups, overflows and repairs. As part of this assessment, we have also videotaped the line to inspect the internal condition as well as metered the flows to assess the capacity. All the information still remains to be gathered and evaluated, but early indications are the line needs to be replaced with a larger diameter pipe. We are still in the early stages and I estimate that construction is still in 1.5 – 2 years away. You will be contacted later in regards to how this might affect your property.
On a more immediate note, we will start evaluating all the sewers in the neighborhood beginning around the first of the year. This will begin with videotaping the sewers to assess the internal condition, then scheduling any needed repairs, replacement or rehabilitation. Pipe rehabilitation is a “trenchless” process which involves installing a liner through the pipe that, when complete, serves as a “pipe within a pipe” that has the structural properties of new pipe. Much of the work will take place over the manholes, with digging necessary only to make repairs prior to lining. While all construction has its issues to deal with, the rehabilitation process is proven to be faster and much less disruptive than traditional dig and replace construction. Notices will be distributed prior to starting any activities and again before the repairs and rehabilitation begins. Frazier Engineering is the consulting engineer for the project. .
