MINUTES OF THE MEETING OF FEBRUARY 28, 2001

LIMBERLOST NEIGHBORHOOD ASSOCIATION

I. 6:30 - MEET YOUR NEIGHBORS - Michael Ray began the meeting, explaining the time format that we use. During this regular time, in which neighbors
have a chance to identify themselves and say a little about the neighborhood, copies of the four recent news articles about our neighborhood
which have appeared in the Star were circulated as was a note from all of us to Jennifer Sterba, who has authored them, to thank her for her coverage.
II. MINUTES of the January meeting were distributed during sign-in and greeting time, but were not voted on for acceptance or amendment.
III. 7:00 - BUSINESS MEETING
A. Old Business
1. Stone Avenue Wall Art Project - Pasquelina Azzarrelo, lead artist, Kim, metal artist, and Beth Hancock of Tucson/Pima Arts Council to discuss progress on the Wall.
April is projected as the time for the paint to be finished.
Tile will be made off-site and will begin being laid in coming weeks.
This will be open to neighbors who wish to participate.
Spring - Metal work also being made off-site and installed in coming weeks.
Spring - Bus shelter being made off-site by Eric Cooper and is on the city schedule to be installed.
October 30, 2001 is the official deadline.
The bus shelter will be located more toward Calle Arizona and will have a pullout. The palms will have to be moved and a retaining wall built for
safety.
Pasquelina addressed the grafitti which has occurred and even incorporated a little into the existing art.
"Limberlost Neighborhood" will go in the river and maybe the names of participants will go behind the bus shelter.
2. Coordinating Committee - Michael discussed the minutes and progress of both of the Expanded Steering Committee meetings which took place since the last LNA meeting. Carlos Nagel and Laurie Haskett, the two original members
of the Steering Committee, have been fostering and nurturing various interested people to step forward and provide leadership for LNA. A group,
made up of himself, Laurie Haskett, Carlos Nagel, Brid Williams, Laurence Taoman, Nancy Ruhl, and Faye Goodspeed, constitute what will now be called the Limberlost Neighborhood Association Coordinating Committee, a group fluid and open in membership to any LNA member who wishes to join in. The group began by brainstorming the regularly occurring tasks for each month and have defined leadership of LNA in terms of roles and tasks rather than typically defined offices, some of which are filled, and some of which will be taken over in the near future by neighbors. The officers who will be identified to CNS for their purposes are:
Michael Ray - President
Laurie Haskett - Vice-President
Carlos Nagel - Secretary
Faye Goodspeed - Treasurer
Formalizing an organization allows us to benefit from City programs and makes it easier for CNS to identify contact people, while Involvement by role and task encourages participation and commitment by the greater number of neighbors.
Michael asked for a reaction to this plan, and with no objection, it was accepted by all in attendance.
3. NET TEAM REPORT - Bery Lyle has nothing to report at this time, is just listening to report back to the NET meeting about the activities of our neighborhood.
4. FESTIVAL PROPOSAL - ACTION ITEM
Jose Carbajal, owner of Bugsy's Tavern, is applying to the City for a Special Use Permit to expand his back patio to include a larger space that would stretch behind the Target store (see attached site plan) and fill that space to the fence. He would like to make that space available for Mexican regional musical groups (e.g., Norteno, Grupo, 16 piece) to perform and
would charge an admission fee. All concerts would finish by 10:00 PM. The first proposed concert is Sunday, April 22, followed by May 27. LNA could
sell fund raising items at a booth at the event. The space would accommodate 7,000 persons, though that many might not attend each time. In response to questions from LNA members, Carlos reminded the group that he and Laurie had done a preliminary approach to the major neighbors bordering the property and found that they were supportive of lively cultural events in our neighborhood. West Winds apartments in particular was supportive. Jose assured neighbors that the permit process itself assures that safety procedures will be in place, such as the access to the fire lane, traffic control, and city code adherance.
The Limberlost Neighborhood Association appreciates Mr. Carbajal's approaching us for support for this project. Ray moved that the membership grant the Coordinating Committee the ability to seek assurance that neighborhood concerns have been addressed, and if so, to voice the approval and support of the Association for this proposal. This motion carried unanimously.
5. CASA DEL AGUA UPDATE - Carlos said that there was nothing new to report.
B. NEW BUSINESS
Three issues have been raised for which the CC requests direction as to how LNA should proceed:
1. Emergency Vehicle use of sirens on Stone Avenue - the increased use in number and length of siren activity is remarkable. The CC is asked to contact the Fire Department regarding a presentation on their policies and procedures. Jeff Leach is the liaison to CNS who may be able to help us out.
2. Obstructions to pedestrians using neighborhood sidewalks - neighbors enumerated some troublesome areas. Bery Lyle will check on them since this is in his area with the City.
3. Distribution of the list of LNA members who have attended meetings - Carlos neglected to bring the draft list to pass for editing, but will do so at the next meeting. He emphasized that this list would be used only for contacting neighbors about LNA business and would not be reproduced for distribution nor provided to anyone for mailing list use!
V. NEXT MEETING -
Regular meetings of LNA are on the fourth Wednesday of each month. The next meeting will be on March 28, 2001 at 6:30PM, here at Las Candelas Rental Hall.
VI. ADJOURNMENT - The meeting was adjourned at 8:20 PM.
