LAS PALOMAS HOA BOARD MEETING
DECEMBER 15, 2004



All board members were present:

***Ken requested that in the November minutes, under Landscaping, number 3, the sentence should be made more specific, so it will read, ?“Steve Stuhmer is concerned about the community losing its green grass to xeriscaping, so he will be provided with a list of properties being considered for that in the future?”. The minutes were then approved.


MANAGER?’S REPORT
1. Bob Wallace reported that there are now 6 homes for sale.
2. Insurance for 2005 for the community has been placed with CAU (Community Association Underwriters) for $44,119 ($308.52 per lot).


ARCHITECTURAL
The construction project on Lot 6, Mr. Ross?’s property, has stalled and there has been no activity as late. Also, the Horsey project is moving very slowly. What does the HOA do when construction projects drag on? The board will discuss this in depth and come up with options. For now, these homeowners should do some minimal landscaping to alleviate the less than desirable appearance. Also, from this time forward, the HOA will ask for a reasonable time frame and hold the homeowner to it.


LANDSCAPING
1. Clear dead foliage
2. Weed control and remove grass where it doesn?’t belong
3. Gravel renewal
4. Fruit trees stripping?—Bob Wallace has found an organization that will come in and strip all fruit on the trees, front and back and in the common areas at no charge. They give the fruit to food banks. If the homeowner does not want this group to enter his property, then he is obligated to get this done himself. If the homeowner does not have the fruit picked, the HOA will do it, and bill the homeowner. It is extremely important that the fruit be picked as soon as ripe. Fruit that is allowed to hang or lay on the ground is inviting rodents.
5. Mr. Garino, owner of Lot 45, has requested that a large pine tree in the front of his house be taken out for the following reasons:
a. It blocks the street lighting
b. It is very messy, with bird droppings and needles
c. The tree roots have grown under the driveway causing the slab to rise
d. There are two large branches that could break off in a storm and cause a lot of property damage
e. It is not the original tree and was planted by the HOA.
The board will discuss Mr. Garino?’s request. Bob Wallace has received a bid of
$560 to remove the tree?—trimming would cost much less.

FINANCIAL

1. The HOA will break even this year. All expenses are to be posted by the end of the year, so we can have a clean slate for the first of the year.
2. Christmas bonuses in the total amount of $4000 will be distributed to the Las Palomas employees. Homeowners can get a list of employees if they would like to give gifts of their own

OLD BUSINESS

1. Violation of HOA rules?—how to levy fines. A resolution was set a few years ago, but a procedure needs to be put in place.
2. How do we handle fines? A list of finable offenses needs to be made. The worst ones are not picking up after your dog, refuse cans left on the street and cars parked illegally.
3. How many warnings do we give before giving a fine? Much discussion ensued on this. Some options would be: first warning, oral notice, but is documented, second time a written warning, the third time a fine is issued. It is $10 per fine, and is accumulative. This will be an ongoing discussion.
4. A procedure already in place is that of an illegally parked car. The home where the car is parked is called and asked to move it. If not moved, the car is towed.
5. A car is to be parked in a driveway only if there are already two cars parked in the garage. Larry Seidman parks his car in the driveway so vendors can?’t park there. He is encouraged to work with the guards and have them tell vendors coming over there to park on the street.

***ELECTIONS IN FEBRUARY FOR THE HOA BOARD! ANYONE INTERESTED IN RUNNING, PLEASE SUBMIT RESUME TO BOB WALLACE AS SOON AS POSSIBLE. IN RESUME, PLEASE STATE OPINIONS ON ISSUES PERTINENT TO YOU!
The next meeting will be on January 19, 2005 at the Mustang Library. Time to be announced later.

RESIDENTS?’ FORUM

Ken Dry read a letter of concern from Mr. and Mrs. Taras of items that need to be addressed:
1. Bathhouse toilets are leaking
2. Need to apply anti-freeze retardant on vegetation
3. Reserve fund is not adequate?—this will be reviewed next year
4. Gate locks need to be repaired
All of these items have been checked, and if in need of maintenance, was immediately done.
