Are residents required to keep their front yards maintained?  There are several houses on Jasmine Dr. with terrible looking yards.  One neighbor cuts their grass about once every 3 - 4 months.  Another waits until there are huge thistles and weeds and the grass goes to seed.  It really makes the neighboorhood look trashy!  Not looking for perfection, maybe just a little routine upkeep!
