EDGEMOOR NEIGHBORHOOD ASSOCIATION MINUTES
February 19, 2003

President Terese Hilliard called the meeting to order at 7:00 P.M.

Terese reported treasurer?’s balance of $599.19. She also indicated that the P.O. Box fees are due, Incorporation fees are due, and we had a $100.00 expenditure to the Salvation Army Christmas Program.

The meeting was then opened for discussion and explanation of the First Covenant property proposal.

Terese Hilliard noted that there was a last minute response to the vacation of Hampton Ave. NE and that the response was mostly negative.

Pastor Burton showed the 2 different plans that have been proposed by the church. One of the plans leaves Hampton Ave. open to traffic flow. The second plan, which is the one that was brought to the Environmental Development Commission meeting, was a partial vacation of Hampton Ave. creating 2 dead ends. The City proposed the entire vacation of the roadway. Church sent letters to people living within 200?’ of their property looking for feedback from the residents and got none. Pastor Burton also explained that churches always have to receive a special exception permit to do any expansion.

Terese Hilliard has filed an appeal to the E.D.C?’s approval. We distributed a number of surveys around the neighborhood and 12 ?– 15 were returned to us. The majority of the opinions were against the closing of the road and there were only 2 for the closing.

Some of the neighbors voiced some concerns regarding the closing of Hampton Ave. Some of which were flooding issues at the corner of Davidson Ave. and 1st St. causing some people to enter and leave the neighborhood by Hampton Ave. since it does not flood. Also, Hampton Ave. and Davidson Ave. are the only 2 main arterial roads that run completely through the neighborhood.

An informal vote was taken to see which proposal A, which supported vacating Hampton Ave., or B, which supported keeping Hampton Ave. open. There were 3 votes in favor of closing and 15 in favor of keeping it open. Pastor Burton assured us that he would go back to his Board with this information and work with the neighborhood.

Meeting was adjourned at 8:00 P.M. Next meeting is March 20th.
