Your Questions and Some Answers

Q. Two issues --- One is the entrance to Chidley Drive (construction
work on Hubbard Rd). It is extremely rough and we would like to know
the date that it might be smoothed out.

The second is the empty lot on Hubbard Rd near Chidley that has been
a work area for the road. It seems to have become a dumping place
for materials, etc and now has mattresses dumped there. This is not
acceptable and certainly the City can stop this and remove this kind
of dumping.

Q. Also, are there any talks on installing a traffic light @ the corner of
Hubbard Rd & Mallard Creek Rd?

I am in the process of arranging for the trash located in the vacant lot next to
Chidley Dr. to be picked up by City crews. I do want to note that this trash is
not the responsibility of the contractor performing on Hubbard Rd. The contractor
has a separate pile of debris that he is responsible for and will maintain. The
trash in question was illegally dumped there by somebody else. The contractor
will push this trash to the curb for pick-up. I have informed our contractor and
City personnel to note any illegal dumping within the limits of the project during
normal hours. We cannot be responsible for activity after hours. Perhaps the
neighborhood watch group can assist during these hours.

The roughness of the pavement turning into Chidley Dr. will also be taken care of.
Asphalt pavement will be placed in the storm drain crossing to remedy the uneven-
ness of existing pavement this week. Any further questions or concerns -- please
have them directed to my attention.

The curb and sidewalk project does not have total repaving of Hubbard Rd. included.
Certain areas such as the intersection of Mallard Creek/ Hubbard and Sugar Creek/
Hubbard have paving but only a short distance to provide a smooth tie in.

The City of Charlotte has an annual resurfacing program that has Hubbard Rd.
included. However the limits of paving is from Wade E. Morgan to Sugar Creek.
A developer has already paved a section of Hubbard Rd that will be deleted from
the Cities paving limits (Wade E. Morgan to Sugar Creek). I am suggesting that
the paving limits of Hubbard Rd. be extended to cover all of Hubbard Rd.. An
investigation will be performed by City Street Maintenance to determine.

You will see a period of inactivity after the current project (curb/sidewalk) is
completed. This is due to the rotation of the paving project. Hubbard Rd. because
of its location may have its paving started in late summer. During this time of inactivity
any complaints or concerns with the roadway condition will be addressed and
maintained until the paving is scheduled.

As far as a traffic signal is concerned, I have not heard any news of installing. This
matter would have to addressed by NCDOT and the Cities transportation dept.

Please feel free to contact me with any questions or concerns regarding the ongoing
work and future paving of Hubbard Rd.

Q. I did not get to attend the Community Meeting about the high density
apartments planned at WT Harris Blvd & Hwy 115 (Old Statesville Rd). Has
that gone to Public Hearing yet?

Area residents & leaders from DSRCO and the NorthEast Coalition met with the
intended developers expressing community concerns. We had hoped they would
consider "for sale" townhouses or condos, rather than "for rent" apartments and
that the price range would reflect other development in the area. We also questioned
the high density (number of units) being proposed on such a small usuable portion
of the property. Keep in mind, we NEVER opposed the development of this parcel.
Our goal was to encourage the developers to provide a better quality of development
than what they were proposing. A number of other factors came into play, but the
end result was a decision by the developers to withdraw their rezoning petition.

Q. I live on Oneida Rd, just down the street from Moss Supply Co. For
the past week, crews have cleared the forest and have been grading a large
area between Cardinal Glen and Allen Rd South. Do you know what's going
to be built there?

DSRCO VP Sylvia Cannon talked to two men on the site. The first said he was
responsible for clearing and grading the land. He did not know what was to be built.
The second man told her that the property was being prepared for a development
of condos. We have not seen a site plan or paperwork yet.
