Cheyenne Ridge Homeowners Association

Does the Homeowners Assoc have any authority over Nuisance barking issues such as the large black dog at 3708 Ashling. we have reported this to the City Animal Control and no action has been taken. several neighbors have complained but no action has been taken by the dog owner. her backyard is a swamp with overgrown grass and broken sprinkler that is mosquito breeding ground and is also lowering the property value of the homes. the dog is miserable because of the swamp conditions and howls all night.
