Q: What is the definition of single-family dwelling? What can we do if we think the policy is being violated?
Under the Phoenix Code, a single family home is classified as an R-3 building, which means that it can contain no more than two dwelling units. A dwelling unit is defined as ?“any building or portion thereof that contains living facilities, including provisions for sleeping, eating, cooking and sanitation, as required by the code, for not more than one family...?”

A ?“Family?” is defined in the Zoning Ordinance as;

1. An individual or two (2) or more persons related by blood, marriage or adoption and usual servants, living together as a single house?­keeping unit in a dwelling unit, or

2. A group of not more than five (5) persons, who need not be related, living together as a single housekeeping unit in a dwelling unit.
