In answer to questions concerning loud noises, in particular, music, there is a city code covering this.

City Code: Section 23-14b covers disturbing and unnecessary noises. The playing of any radio or musical instrument in such a manner or with such volume, between the hours of 11:00pm and 7:00am as to annoy or disturb the quiet, comfort or rest of any person in an office, hospital, or dwelling.
