Building A Healthier Mesa

I live in the area of Alma School and Southern. I also am confined to a wheelchair or a electric scooter. I have had several close calls at Southern and Alma School and a number of close calls at 8th Ave and Alama School. The drivers seem to think that the traffic signals are a suggestion instead of sign to be obeyed. I have repeated brought this to the attention of the traffic section of the Mesa PD and was ignored. Also when did it become legal to make a u-turn on a red arrow traffic light?
