2002 Quarterly Bulk Trash Collection Schedule for Area 6

Note: The 2002 Bulk Trash Schedule NORTH REGION MAP boundaries are revised. Examine maps closely. The ordinances for proper placement of bulk trash have also changed.

Bulk trash consists mainly of those materials that cannot be placed in your green/black garbage container or recycled in your blue Phoenix Recycles container.

Bulk trash is collected from city-serviced residences four times each year. Material cannot be placed out for collection more than one week prior to collection, since it is important to keep neighborhoods and city looking clean and beautiful.

*What is bulk trash?
Bulk trash is material that cannot be placed in a regular garbage or recycling container, such as furniture, some large appliamces and large amounts of vegetation. All vegetation must be less than 4 feet in length and 12 inches in diameter. Small amounts of vegetation should be bagged and tied and placed in the green or black garbage container.

*Where to place bulk trash?
Alley Collection: place bulk trash behind your property, alleys along your own property line, not in utility easements. Do not place trash behind neighbor's property.

Street Collection: place bulk trash at the front edge of your property, behind and parallel to the sidewalk or behind the curb if there is no sidewalk. Do not place trash on the sidewalk or in the street.

Place material at least 5 feet from any fixed object such as utility pole, cable box, water meter, mailbox, refuse container, etc.

Limitations:
All vegetation must be less than 4 feet in length and 12 inches in diameter. Grass and small-sized vegetation will be collected only if it is bagged and tied.

The city does NOT pick up
* Household hazardous waste (chemicals, paint, oil) SEE BOPA (next paragraph)
* Loose grass, leaves, weeds, twigs and hedge clippings that are not
bagged and securely tied.
* Any trash if the total volume exceeds 20 cubic yards. Twenty cub yards
would be a pile approximately 10 feet by 9 feet by 6 feet.
* Construction materials such as bricks, concrete, dirt, lumber, rocks
or roofing material.
* Appliances such as refrigerators, freezers, heat pumps, dehumidifiers,
water coolers, air conditioners.
* Tires and automobile parts
* Metal material in excess of 20 lbs. or longer than 4 feet.


DO NOT PUT BULK TRASH OUT BEFORE OR AFTER THESE DATES UNTIL THE NEXT COLLECTION CYCLE.

If you're not able to wait, or if you have materials you must dispose of

Phoenix residents may take their own refrigerator, freezer, heat pump,
dehumidifier, water cooler or automobile and light tire trucks (not more than five a year) to a city landfill or transfer facility. Call (602)253-7345.

Private Companies
For private companies that perform trash removal for a fee, look in the
Yellow Pages under "Garbage and Rubbish Collection."

2002 BOPA Household Hazardous Waste Collection Events

What does BOPA stand for?
Battery, Oil, Paint and Anti-Freeze Collection Event

Be on your guard before you discard!
FREE for Phoenix residents only

Note: Proof of Phoenix residency will be requested. (Bring your water bill.)
Residents of other cities should call your local solid waste authority for information.


A maximum of five over-the-road-tires per resident will be accepted. No tractor or oversize tires will be allowed.

BOPA events include household items only:
*batteries
*oil
*paint
*antifreeze
NOW INCLUDES TIRES AND RESIDENTIAL APPLIANCES AND COMPUTERS.

These items are being collected to keep them out of the city landfill and sewers and to provide safe, environmentally-sound disposal or recycling.

When bringing BOPA items, remember these tips.

*If possible, seal items in their original containers or clearly label all items not in their original containers.
*Place items in a cardboard box. Wrap glass bottles in cloth or newspaper so they do not break while transported.
*Place the cardboard box in the trunk of your car or in the bed of your pickup truck. Keep items away from passengers.
*Follow directions once you reach the event site.

At the site, event staff will unload the BOPA materials from your vehicle. You will be asked to stay inside your vehicle.

What happens to the items collected?
*Recycling companies will recycle the used motor oil, batteries and antifreeze.
*Useable paints will be mixed and reused or recycled.
*Unusable materials will be disposed of properly.

Special needs pickup service
If you have a physical condition that prevents you from attending the events, call (602) 262-7251 or e-mail pwserve@phoenix.gov at least one week before the BOPA event to schedule a special pickup or for information on special needs pickup service. Special needs pickups will be scheduled on the Thursday and Friday of each collection event.

NEW! - Residential Appliances and Computers
Residents can now take appliances and computers to the local BOPA event. Acceptable items include refrigerators, freezers, air conditioners, water coolers, stoves, washer/dryers, swamp coolers, water heaters, televisions/stereos, and computers/computer equipment. In addition to BOPA appliance collections, see below to find out information on the Appliance/Computer collection and recycling program which collects appliances/computers directly from your home for a fee. Any other items or questions, please call Solid Waste Customer Service at (602) 262-7251 or e-mail pwserve@phoenix.gov.

Acceptable items include refrigerators, freezers, air conditioners, water coolers, stoves, washer/dryers, swampcoolers, water heaters, televisions/stereos, and computers/computer equipment.

Unacceptable materials include:
*Business/commercial waste.
*Large quantities of residential wastes (more than five gallons of each product) may not be accepted. Please contact private disposal companies for proper and responsible disposal of commercial and large quantity wastes. These can be found in the Yellow Pages under "Waste."
*Non-BOPA household hazardous wastes such as chemicals, insecticides, pesticides, cleaners and solvents will be accepted at these collection events but only with prior approval.

2002 collection dates and sites
All collection hours are from 8 a.m. to 2 p.m. only! (With the exception of June events, which will be from 7 a.m. to noon due extreme summer heat.) All collection days will be Thursday, Friday and Saturday.

No commercial loads, medical waste, explosives or radioactive waste will be accepted at the events.

STATISTICS

BOPA STATISTICS FOR YEAR 2000 (Jan-Dec):

TOTAL NUMBER OF CARS
5,187 Cars came through representing 5,491 households.

BATTERIES (RECYCLED)
1,062 batteries was collected: At 25 lbs per battery the total weight 26,550 was collected.

OIL
7,605 gallons of motor oil was collected: At 5 lbs per can the total weight collected 38,025 lbs.

PAINT
9,240 gallons of latex paint was collected: At 11 lbs per can the total weight 101,640.

ANTIFREEZE
1,535 gallons of antifreeze was collected: At 3 lbs per can the total weight collected: 4,605 lbs.

The total weight of BOPA materials diverted from landfills in 2000 was 170,820 lbs (85.5 tons).

BOPA STATISTICS FOR MONTH OF MARCH 1999 :

BOPA Report For March 4, 5 and 6, 1999.

Phoenix held its third BOPA event for 1999 at Deer Valley Park. Participating in the event were 759 vehicles representing 827 households. The EPA number for the event is AZE990219001.

The following is a partial list of items that were recycled or disposed of properly.

BATTERIES (RECYCLED)
174 lead-acid batteries.
One five-gallon container of Ni-Cad batteries.

OIL
1,300 gallons of used motor oil were recycled.

PAINT
16 cubic yard boxes filled with oil-based paint and adhesives were disposed.
Two cubic yard boxes filled with aerosol cans were recycled.
605 gallons of latex water-based paint was collected.
Two 55-gallon drums of latex water-based paint were recycled.

ANTIFREEZE
220 gallons of antifreeze were recycled.

OTHER
430 tires were disposed.

In addition, three 40-yard roll-off containers were filled with hazardous material and disposed of
properly.

Residents surveyed at the event indicated they learned of the event in the following ways:
69 percent from the water bill NOTES newsletter
7.5 percent by telephone
5 percent from the newspaper
5 percent from signs at the event
5 percent from fliers
4 percent by word-of-mouth
2 percent by neighborhood newsletter
1.5 percent from the Internet
1 percent from television

95 percent were in favor of a permanent HHW facility.

Bulk Trash Collection Schedules

Appliance/Electronics Collection And Recycling

In April 2001, the Arizona Department of Environmental Quality, through its Waste Reduction Assistance Grant program, funded the City of Phoenix Appliance/Electronics Collection and Recycling Program. Funding is to be used for the purchase of two vehicles and equipment for the collection and ultimate recycling of appliances from Phoenix residents.

How does the program work?
Residents should follow these steps first:
*Put appliances at front of property (not in alley).
*Secure or remove all doors.
*Remove any water/food from appliances (they must be empty).
*Refrigerant lines and compressor must be intact.

Next:
Call the Solid Waste Customer Service Call Center at 602-262-7251 to set up collection or email pwserve@ci.phoenix.az.us. Make sure to supply the type and quantity of materials to be collected as well as your name, address and phone. Collection will not be possible without this information.

The Call Center will create an RFS (request for service) to the Solid Waste Special Operations Unit.

Within 72 hours (1-3 business days) the Solid Waste Special Operations Unit will collect appliances/computers from the residence.

A solid waste representative will leave notice at the residence indicating how they are to be billed and other important information.

The resident will receive billing within two weeks. Please follow the payment guidelines.


What happens to materials collected?
Materials will be direct hauled for resident's home to a recycling facility (scrap metal dealer) OR to the 27th Avenue Solid Waste Management Facility (if regulated refrigerants are involved) for proper removal of regulated materials. After removal of refrigerants, recyclable materials will be taken to a scrap metal dealer.

Any revenues from the sale of the scrap materials will be deposited in the Solid Waste Fund and used to offset disposal and other collection costs.

What items are acceptable?
*Refrigerators
*Washer/Dryers
*Water Heaters
*Freezers
*Air Conditioners
*Evaporative Coolers
*Stoves
*Dishwashers
*Computers/Monitors
*Stereos

Items not acceptable:
*Small metal appliances, such as toasters, irons, pots and pans, can be placed in your blue Phoenix Recycles container.

*Small lawnmowers and barbeques can be recycled if all hazardous materials are removed and disassembled and metal pieces placed in your blue Phoenix Recycles container.

*At this time, televisions are not accepted in this program. No efficient markets for the television tubes are available at this time. Please dispose of these items properly.

Why is the City of Phoenix trying this program?
*Recycling of materials.
*Diversion of from bulk trash routes and trucks (saving space in trucks to make collection more efficient).
*Diversion of materials from city landfills.
*Extract regulated waste (refrigerants).
*Revenue from recycled appliances.
*Provide materials for computer recycling industry.

The goal of the Appliance/Electronics Collection and Recycling program is to take at least 10,000 tons of reusable and recyclable appliances and electronics out of the solid waste stream of the city of Phoenix (10 percent of the bulk trash stream) by April 2002 and either provide the materials for reuse or for recycling through the marketing efforts of the Phoenix Recycles residential recycling program.

Are there other options for appliance disposal?
There are several other options for disposal of appliances and electronics.
Take items to an appliance/computer repair shop or other charitable reuse facility. Consult a phone directory QWest Dex Pagesor do another Internet search.
Take items to a city disposal facility .
Leave non-refrigerant appliances out for quarterly bulk trash collection.
Take appliances and electronics to a Battery, Oil, Paint and Anitfreeze (B.O.P.A.) collection event.

The city of Phoenix and Phoenix Clean & Beautiful will again provide opportunities for residents to recycle cut Christmas trees. Residents may drop off trees anytime beginning Dec. 26 through Jan. 13 at fourteen city
parks. Last year more than 80,000 trees were recycled.

The sites are:

* Deer Valley Park, Utopia Road and 19th Avenue
* Paradise Valley Park, 40th Street south of Union Hills Road
* Sereno Park, Sweetwater Avenue and 56th Street
* Cactus Park, 3800 W. Cactus Road
* Mountain View Park, Peoria and Seventh avenues
* Marivue Park, Osborn Road and 55th Avenue
* Washington Park, Maryland and 23rd avenues
* Madison Park, Glenrosa Avenue and 16th Street
* Los Olivos Park, Devonshire Avenue and 28th Street

Trees also may be left at the city's two disposal sites, 27th Avenue and Lower Buckeye Road, Monday through
Saturday, or any day at 31st Avenue and Happy Valley Road. Landfill hours are 5:30 a.m. - 5 p.m. weekdays and
8 a.m. - 4 p.m. weekends. Both sites are closed New Year's Day. The service is free to Phoenix residents
who drop off one tree.

A to Z Equipment Rentals & Sales is also accepting trees at no charge Dec. 26 through Jan. 9, 9 a.m. - 4 p.m.
Dec. 31 hours are 8 a.m. - noon. Stores are closed New Year's Day. Stores are located at 4050 E. Indian
School Road and 15634 N. 32nd St.

Residents should remove all decorations, stands, metal stakes and nails.
