East Side - What to do about our Business District?

The East Side & Hegewisch keep losing our keystone businesses, now Harmony Hambuger has closed their doors?  Cousin's, in Hegewisch burnt down and didn't rebuild, plus The Flower Box closed.  

Is it big box stores?  Folks leaving the neighborhood? Outsiders opening businesses in our neighborhood and closing soon after?  Is it the rents?  Are there any incentives to rent these store fronts?  Why isn't the city getting involved with incentives for new small businesses?  

I know that doing business in Chicago is difficult, so many people go across state lines to Whiting, IN. because of all the costs involved in starting up and then they raised the taxes. Then, Walmart is building a store right across the state line, what will happen to the rest of the businesses?  Jewel is impacted by Aldi's, Pete's and even Stracks, what will Walmart hold?  Our Ewing business district has lost Lion's Den our family Greek Restaurant and now Harmony Hambuger our favorite burger joint.  We need a regular family restaurant that serves Breakfast & Lunch, maybe dinner.  I have been asking business owners from the North Side, Hyde Park and Indiana but no one will come out this way.  Just asking for idea's on what we can do to turn around our business district? Suggestions?
