Welcome
Meeting called to order at 7:30 by President Marty Doss

38 people in attendance plus two officers

Crime Stats, Westover ?– given by Officer Lim:
During the month of November and December 2007::
-5000 block of Murrayhill ?– hit and run. Vehicle damaged, no suspect
-842 E. Woodlawn- this house has been a problem for a while with lots of complaints. The renters have moved out
-1300 block of Drexmore- vandalism. Car damaged
-2000 block of Tyvola. Breaking and entering. TV and other items were stolen

Officer Lim said there has been an increase in larceny from autos across Charlotte. He counted 4 reported incidents in Madison Park since the beginning of the year. Usually, there are no suspects. He wants to remind us:
?• Don?’t leave anything valuable in your car. Even if you are parked in your driveway, remove or hide anything left in your car. The portable GPS systems are popular with thieves. Do not leave it in your car. Lock your auto doors.
?• Do not let anyone see you put your purse or bags in the trunk of your car. That?’s just an invitation to break into your car
?• Alarm systems may deter some criminals, but some perpetrators know how to get around the alarms
A resident asked about an incident that happened before Christmas. near the corner of Stanfield and Seneca. There were several police cars with a couple of people in the back of the police cars. Officer Hairston did not have the details of the incident.

Officer Hairston talked about the breaking and entering that occurred recently on the corner of Wedgewood and Seneca. The officers said that when they responded to the call, they circled around looking for the suspect?’s car before they went to the house. The residents had computer equipment and other items stolen.

Another resident asked if the light rail falls under the Westover police and if there have been any incidents. The police do patrol the park and ride lots. So far, nothing too much has been reported. There was one incident of larceny from a vehicle.




Thanks to Debra Campbell, Ingrid Lachner, Sue Valentine-Plyler and Diane Gunter for their hard work on our Christmas Holiday Social. The event was very nice this year and a lot of fun.

?• Surgeries and rabies vaccinations are available for Mecklenburg County residents only. Owners must bring a photo ID with their current address
?• The number of surgeries performed will be decided by the on-site veterinarian.
?• Owners must have removed their pets' food and water by 6:00pm the evening before surgery.
?• The animal's age or weight may disqualify it for surgery in the mobile van.
?• Owners must pick up their pets by 3:00pm on the same day as the surgery was performed.
All dogs must be on leashes and cats in individual carriers.
CDOT TOPICS

Street Lights
Resident on White Oak wanted to know when the digging would begin for street lights. A resident had emailed President Doss to say the poles were marked. There should be minimal digging and the work according to the street light coordinator at CDOT, Sandy Wise, should be done by the end of Jan. 08.


Speeding
A resident on Stanfield contacted Marty Doss concerned about speeding on the street in December. Her neighbor?’s cat had been ran over and killed by a driver that did not stop that morning. The resident said that cut through traffic was not slowing down on their street.

President Doss contacted Terry Von Cannon and requested that 25 mph speed signs be installed. There were no speed limit signs on the street. Those signs are up now.

He also requested that a traffic count be done to see if the street would qualify for any additional traffic calming measures. That count, as a suspected, came in low for any relief. The 24 hour period would need to hit 600 vehicles in a 24 hour period to look at all stops and 1000 for speed humps. The actual count was 342 vehicles.

Officer Stank, the traffic officer from Westover Division, said he would put out the departments new traffic pads and take a look at the situation on Stanfield. The pads will allow him to see what time of day the most violation are occurring. That way patrol officers can monitor during those periods that were reflected as problem times if needed.

On Jan 4, 2008 Terry Von Cannon replied that he is still waiting on the traffic count for Farmbrook drive that was requested by residents due to speeding that are interested in petitioning for all stops along the street. .

Cross Walk South Blvd. and Tyvola
President Doss noted that when he used his 3 day pass for the light rail that he walked to the station from his home. Each day going to the station he crossed South Blvd. using the cross walk in front of Rite Aid with no problem. All three days he had problems in this same cross walk when returning home. He has alerted CDOT that the angle of the cross walks is unusual at this location, and that cars turning right from Tyvola are not yielding or even slowing down for pedestrians in the crosswalk. President Doss feels the walk angle, and the fact that the cars on Tyvola making the right turn on South have a green light at the same time the pedestrian gets the cross walk is causing the problem. The distance and sight line is not clear so neither the pedestrian, nor the vehicle traffic is really aware of each other at this one corner.
Terry Von Cannon, CDOT, emailed President Doss on 1/4/08 and said he was currently looking at possibly installing Yield to Pedestrian signs at Tyvola & South Blvd. He said he was waiting to hear back from CDOT?’s Safety Section Manager. Matt Magnasco, board member of Madison Park, and CDOT Employee stated there was an out of sync timing problem discovered with the lights and the crosswalks.

President Doss contacted CDOT on behalf of the owners to see if he could get some of the many signs located in front of the residents home consolidated. He did this after the owner mentioned to him while he was working on Election Day that they had the new bus stop moved down due to having so many signs / poles in front of their home. CDOT accommodated the request and moved the street name signs to a telephone pole. They also moved the No Trucks Allowed sign and the speed limit sign to a second telephone pole. This resulted in opening up the pole clutter that these residents had to maintain around and look at in front of their home.

Beginning Feb. 18, 2009, anyone who does not own a digital set and still gets their programming via over-the-air antennas will no longer receive a picture.

The converter boxes are expected to cost between $50 and $70 and will be available at most major electronics retail stores. Starting this month, the National Telecommunications and Information Administration began accepting requests for two $40 coupons per household to be used toward the purchase of the boxes.
. There are four ways to request a coupon:
?• Apply online at www.dtv2009.gov.
?• Call the coupon program's 24-hour hot line, 1-888-DTV-2009 (1-888-388-2009).
?• Mail a coupon application to P.O. Box 2000, Portland, OR 97208-2000.
?• Fax a coupon application to 1-877-DTV-4ME2 (1-877-388-4632).

Issue on Montford along creek bank with children
Property owners reported they have had an ongoing issue at the creek behind Montford. Neighborhood boys have been riding their dirt bikes and smoking at the creek. This is a very big concern as it is not only private property, but their bikes are ruining the work done by the city. The boys are around 8 to 12 and they
seem to live in Madison Park behind Montford. Some residents will be posting no
trespassing signs. The residents said they didn?’t mind them playing there, but this is a little dangerous and residents do not wish to be held possibly responsible for injuries on their property, and want this to stop. They are also smoke in the tree brush. Owners plan on planting more landscape in the area and need for this activity to stop at once.

Residents that are aware of where these boys live can contact officer Hairston at
phairston@cmpd.org. If you suspect these are your children please have them to stop this activity. Owners that continue to have this problem can call 911 per officer Hairston to have an officer come out and speak to them children.

13th Neighborhood Symposium, Charlotte Convention Center 3/8/2008 8-4
Residents are encouraged to sign up and attend this free event. All types of issues are covered through the day long training on city services and code related issues, and zoning issues. Various workshops and forums will be held. The event is free and includes lunch. Please sign up and mention Madison Park on your registration. Details will be on our web site soon on ways to sign up and select your workshops. Many of our residents have attended previous years. There are always different classes to attend. This is a great way to meet the city dept. officials that work hard to keep our community a great place to call home. This year will also mark for the first time that an organization and a neighborhood group will be recognized for best exhibit

Boarded Up Structures deadline 1/23/08 (currently Madison Park has none of these)
On July 23, 2007, Charlotte City Council approved a new ordinance (Chapter 5 ''Buildings and Building Regulations'') requiring the registration of all residential boarded up structures. The new ordinance requires registration of existing boarded up structures within six months from the adoption of the new ordinance. The deadline is January 23, 2008.

After January 23, 2008, all boarded up structures must be registered within 48 hours of boarding. Failure to register any boarded up residential structure may result in the issuance of civil penalties (500.00 for the first day and 50.00 for every proceeding day until brought into compliance).

Debra Campbell reminded residents that she is on the Sugar Creek Wastewater stakeholders committee. If you have any questions or concerns about the wastewater treatment plant, ask her.

A resident asked about a house on Keystone. Work is being done to the empty house, but very slowly and seems dangerous if any kids were around. There could be possible code violations and the resident could check with the city.
Building permits information:
A building permit is valid for 6 months. When an inspection is called in during that initial six month period, the permit is then validated for an additional 12 months from the date of the first inspection. Regular inspections must be made or the permit will expire.
