Meeting Called to order 7:30 by President Martin Doss

Welcome

Police Crime Stats Our police officers had a scheduling conflict and were unable to attend this months meeting. They will update us in November.


Debra Campbell CMU Property
Debra is our neighborhood representative with the Sugar Creek Waste Water Treatment Plant stakeholders group (our neighborhood is one of three HOA groups invited to join the committee). The stakeholders group will be meeting regularly to discuss the impact from the wastewater plant?’s expansion. No updates yet, the group has met twice and toured the facility.

All Stop Seacroft and Fairbanks
CDOT installed the 3 way stop as requested after the required number of signatures were obtained. Everyone that was reached at home was 100% in favor the All Stop. Residents report that it has helped slow the traffic.

25 MPH Signs
Fairbanks finally received 25 mph speed signs on 10/5/07. One of our members had requested we add the signs to slow traffic.

Sergeant Lester
Our wonderful Sergeant Lester will be leaving Westover Division. I learned from her recently that she is being promoted to Captain Lester! I (we) shall miss her. She has been a great community resource and always was more than willing to help resolve any issues or provide us with what we needed in the community. That said even though she is leaving she offered to still help anytime she could. Best Wishes Go Out to her on her new position.

Madison Park Name Issue
I had increasing confusion with our Madison Park name over the last few months. April Mays had received an email saying we better not post an incident in the crime stats?….she was not from our Madison Park and I kept getting documents from the City Planning Department for the Madison Park in the UNC area of town. I have also had more than one email or phone call that was for the other Madison Park. The other Madison Park should have registered Madison Park at Wallace Farms. They are making this their official name. They cannot register the same name that we use. The above action was taken to help correct the problems.

Marty,
It might be a good idea to contact the City Planning Department to find a way to distinguish the two HOA names in order to avoid this issue in the future. My fear is that if you will continue to receive zoning & abandonment notices without changing some part of the name. An idea could be making your HOA name with the City's contact list as "Madison Park - South Side". I am forwarding this e-,ail to the Planning Department Neighborhood Association Coordinator as an FYI. Sorry for the misunderstanding.

Anyway it turns out the city had us registered as a neighborhood association instead of an HOA. We do operate like a neighborhood association however we are registered with the state as an HOA and that will need to be corrected.

After talking with Marty Doss, I have officially changed the name of the Madison Park Neighborhood Association to their correct name of Madison Park HOA.

Tyvola Road Trash Pick Up
Saturday Oct. 13, 2007 Please meet at Marion Diehl Center for a much needed clean up of Tyvola Road. I have arranged with the City Sanitation dept. to remove if they have not already the large items that are down near the CMU treatment plant. We probably will just gather them and leave them in a pile for pickup. Brandi Williams said she would take care of having them removed for us. Pick up will begin at 8:30 AM. If we have enough volunteers we will start teams at Park Road heading back toward South the remaining teams at Farmbrook heading toward Park Road. Bags will be furnished. We have a limited number of orange vests. Please help with this project if you can. Recommended you wear gloves, long sleeves and boots or strong shoes. This project can be knocked out in a hour or so with enough volunteers. We will remove any illegally posted signs and pick up all trash.

Treasury Report April Mays & Membership Fee Increase (beat the increase prepay)!
We have a 900 dollar balance. Dues are now being accepted for 2008. You can prepay the dues at our 15 dollar current rate until the last day of the year. Starting on Jan. 1st, 2008 the annual rate will be 20 dollars. Charlotte City Council Lowers Number Of People Allowed To Live In A Home

City council voted to change the rule about the number of people allowed to live in a 1000 square foot dwelling.
The old rule allowed 11 people in that size home; the new rule allows seven.
Some believe the change will improve quality of life in certain neighborhoods and bring Charlotte's rules in line with those of other cities in North Carolina.
Susan Burgess says, "We made it very clear that it would apply consistently across the city and in no way was targeted toward any neighborhood or any class of people at all."
Charlotte's old housing rule is roughly 30 years old.
Rezoning Public Hearing Woodlawn Drexmore to Halstead Place
President Doss received the rezoning petition late 2007-17 for Oct. 5, 2007 This is to switch area from Single-Family to mix use development
Apparently across Woodlawn Road/Park Road near Drexmore to Halstead Place.
Next date is 10/17/07 6 pm City Council Public Hearing. Call city clerk by 3:00 PM to speak 7043362248.

Open Nomination Period for 2008 Officers and Board Members
It is once again time to nominate officers and board members. If would like to give back to our community by serving please submit your name or have someone submit it to April Mays in person or at amays@carolina.rr.com. Remember director terms are 2 year terms. All Officer Positions are 1 year. Director terms have a two term limit with a one year break before being allowed to serve as a director again. All nominations must be submitted by Friday 11/11/07 in order to make a ballot for the November meeting on 11/12/07. Get your name in early if you would like to serve. Remember officers and directors are expected to attend events and our monthly meetings. You will also serve as chair of committees when needed.

Open Discussion Concerns/Issues/Request

One resident brought up the problem he?’s having with school buses using Burnley Rd as a shortcut. This was a problem last school year as well, and CMS said they would try to keep their drivers off this road. The problem has started again with the new school year. Marty offered to send a email to the school officials. (Update) CMS is going to follow-up with drivers and management. Speeding buses should be reported to the police.

Cheryl Furr sent an email- her family was at the Marion Diehl center this weekend with family and 3 of their cars were broken in with 1 stolen. Remember- always lock your car and remove any valuables!

Civil Action. Marty mentioned he had a civil action scheduled for the 10th brought by a rental tenant on Farmbrook Drive. He invited interested residents to attend the court. The resident brought action against Marty and another resident claiming she had been sexually harassed and stalked. Marty had never even met this lady or even knew what she looked like. This was because she was upset that codes had visited her property.
(Update) Several People attend the court today including the Mayor Pro Tem Susan Burgess. Susan Burgess told the court that Madison Park was an Award Winning Association and that we worked with the city on various issues and boards and was one of the Best! She went on to state that we are recognized by the city and that we are following what the city request we do by calling in suspected violations. The case was dismissed with prejudice by the Judge!

Remember when calling in violations you are never required to leave your information. Any citizen can call in a potential problem and it has absolutely nothing to do with our association. The association does not have knowledge of everyone making potential code violation complaints. There is no way to know who has called in a complaint. Citizens are not required to notify the association when making calls. Our speakers, guest, and materials provided to us by the city for our monthly meetings only help educate how and what violations to call in.
Councilmen Dulin was out of town and was unable to attend the court but sent his Best Wishes!
