Minutes of Special Meeting 02/08/09
The Woodlawn Park City Council met on 02/08/09 at the Woodlawn Park City Hall. Present were Mayor Tim Robertson, Council Members, Scott Horn, Sherry Hyde, George Langford, Christian Seidt and Doug Watson ,City Clerk Chana Elswick and Treasurer Charlie Veeneman. Council member Greg Claypool was absent.
The meeting began at 3:00 pm.
Mayor Tim Robertson stated there was a quorum present and started the meeting. He stated the agenda item was discussion of the ice storm cleanup. Tim stated he had sent an email to Council and block watch captains. A letter regarding the City’s plan was mailed to residents. He had met with TLD and decided $5,000.00 should be ample to cover the cost of the clean up. TLD had already cleared the streets. They will use a truck and a chipper. The work will start the week of 02/09/09 and continue through the week of 02/16/09. Earliest to start will be 02/09/09 in the afternoon. Becky Ritz stated that the City of Louisville had announced they would be doing debris cleanup. Tim stated he had not heard that it would be done, but the City does not want to wait. Mike Brown asked if TLD would be charging by the day or the hour. Tim stated it would cost $300.00 per day for the chipper and $350.00 per day for labor. Mike asked if ID picked up debris, then TLD won’t be $5,000.00. Tim stated he would apply for grant money for the expense. Becky Ritz stated that since Louisville picked up for the windstorm from Ike, the City won’t get any money. Tim stated he will apply through FEMA.
Tim asked for a motion to approve not more than $5,000.00 for the ice storm cleanup. George made a motion to approve not more than $5000.00 for cleanup. He stated he has family members in other parts of Louisville that have waited for months for pickup from the windstorm. Becky Ritz stated she would like the City to wait for ID and Louisville to do the pick up, or get another estimate from someone else. She stated this was a waste of City funds. She doesn’t want to wait 2 months for pickup, but she doesn’t want to waste City Funds. Some residents have paid to have their debris picked up. She also stated the letter should have gone out sooner and some residents had not received the letter. Tim stated he wanted Council to discuss the motion and appreciated her input. George stated he had family members in other areas of Louisville that waited months for windstorm pick up. He stated he called ID about pickup and was told Louisville would not be using ID for pickup.
George made the motion again. Doug seconded the motion. Doug, Christian, Sherry and George voted aye. Scott voted nay. The motion was passed to approve no more that $5,000.00 for ice storm debris cleanup.
Sherry asked what could be done about people not cleaning up their yards. Tim stated that the City will have to remind people to do their cleanup. Mike Brown asked how far into the yard TLD will come. Tim stated he thought 10 feet. He stated some TLD workers had been picking up larger wood for firewood. Mike stated he had a neighbor with a yard full of wood. Becky stated that not everyone had received the letters. Tim stated that letters had been mailed to residents anticipating they would receive them by Saturday. Chana stated the letter was on the website and posted on the City Hall door. She requested that the agenda for the next meeting include an item for disasters. There was a discussion regarding notification of residents. Becky Ritz stated that not enough was done to notify residents and the City failed again. Scott asked if it was not the responsibility of residents to clean up their debris. Chana stated she had been without power or phone and could not notify the residents. Tim stated the City had done as good as possible given the circumstances. Tim stated residents were anticipating the City would pickup debris again. TLD would not start pickup until after the trash run on Monday, to allow ID to pickup any yard waste they could. George stated ID would pickup any bundles up to 4-6 feet long. Doug heard the Metro would pick up in reverse of Ike pickup. George called 311 and was told that as far as they knew it would be county wide pickup. Becky stated she wanted to wait and get estimates and see what could be picked up. Mike stated that the motion had been voted on and was done, and he appreciates Council’s efforts.
Christian made a motion to adjourn the meeting and Tim adjourned the meeting. The meeting was adjourned at 3:14pm.
