Does anyone have ideas on how to get more dog owners to clean up after their pets? There is a large amount of dog waste left in our community by pet owners that do not follow the rules and clean up after their pets.

Yes, I've noticed this too, I don't understand why people own pets and then refuse to pick up after them. I don't appreciate our neighborhood being used as their toilet. I know that in a neighborhood that a friend of mine lived in, they had trashcans with a plastic bag dispenser attached to it. But then I guess we would run into the problem of having to pay for the lazy owners waste disposal.
