Petition against rezoning Hidden Creek Development

The undersigned neighbor is concerned and objects to the new urban design and rezoning request by D & S Development for the 1.18 acre property at 1995 Rocky Ridge, Roseville. Currently the small, creek sensitive habitat, has been approved for 9 single family homes; zoning allows up to 12. This is already a “high density zoning” for the immediate area. To be a positive development for the area, the Minimum Design Standards should include the following conditions.
Parking
1. Provide at least two side by side parking spaces for each unit at least 18 to 20 feet long and 8 to 10 feet wide. Restrict garage for car, not for storage.
2. Provide a minimum of one additional guest parking spot for each unit.

Setbacks
1. The Landscape set backs from curb to wall, should be 20 to 25 feet on both streets. The Building setback should be 10 feet in back of the wall.
2. There should be a 5 foot sidewalk with a 5 foot (min.) flat area next to it, to protect the children walking to school along Cirby and Rocky Ridge.
3. The sound wall will be decorative with a cap and have an anti-graffiti coating.
4. The Landscape set backs should be with mature trees, drought resistant grasses, greenery, flowers and shrubs.

Land Use
1. There should be at a minimum of 1000 feet of useable open space per unit, in addition to any space used for driveways, parking or sidewalks.
2. Provide underground utilities and remove existing above ground utilities.
3. Bring down the height of the building to two stories, not 3 stories. Solve the harmful environmental impacts of the mirroring effects, of large loft windows, on birds flying into them, as well as the shadow effect the tall buildings will have on the surviving salmon & wildlife in Linda Creek.

Owner Occupied Limit sale of units to one person per unit.

While such a rezone action may help D&S Development meet their profit level goals with 18 instead of 12 units, we are also aware that rezone approvals remain, even if the building project is changed or downgraded in the future. It is we, the residents of the surrounding neighborhood who will be left suffering the negative impacts.
