Metro New Castle County Clubs & Organizations SCW Foundation, Inc. Donors Who is Eligible to Donate? Anyone is eligible to donate in the General Fund and deduct those gifts in their income tax returns. However, Restricted Funds to specific skaters, according to IRS rules, are not tax-deductible gifts if they come from linear descendants, i.e., mother, father (whether adopted or natural), grandmother, grandfather, brothers and sisters. However, aunts and uncles are not considered lineal; therefore, they are eligible to deduct their donations to a niece or nephew.
