excessive car alarm noise?

To Whom It May Concern:

Can you make a recommendation or advise me concerning excessive car alarm noise?

I have lived in an apartment in the Westwood area of Los Angeles for five years. My bedroom window faces the parking area and four cars including my own are parked just feet away from my apartment.

Recently a woman moved into the building and she was assigned one of the parking spaces outside my bedroom window. She has a car alarm that goes off almost every night around 3:00 a.m. I have left notes on her car regarding this issue and I have talked with her in person. She insists that there is nothing wrong with her alarm and that I am being rude because I left a note on her car.

The apartment owner does not want to get involved and is unwilling to deal with the situation.

I would greatly appreciate any information you can give me in resolving this issue.
