Cable TV

I have a dilemma with our BOD's. Our BOD's have raised our individual cable fee from 140 to 160/year. Our association gets cable at a bulk rate. We have 465 homes with about 400 subscribers to cable. This $20 increase times 400 homes is an $8,000 profit for the association. Actually it is about $10,000 profit because we currently over bill about $1,000-$2,000 per year to cover the upcoming year increases and admin costs for yearly billing and processing the checks. This $10,000 gauging will add additional revenue to the budget that could cover additional amenities/or whateve. The 65 homeowners who do not subscribe to cable will also enjoy the benefit of this additional money into the association budget while they have not put a penny towards it. Over the course of 8 years I have determined that the 400 owners will infuse the assn budget with over $50,000 and the remaining 65 owners will save $10,000 but get to enjoy the amenities of the $50,000. Any advice and/or help with problem will be greatly appreciated. Thank you.
