Car Horn Honking in Neighborhood

My next door neighbors routinely honk their car horns in their driveway to signal others inside their apartments. Their guests also honk to announce arrival (even at 5am). We are startled continually, our dogs bark, and we often are obliged to go out to see if there is a package delivery for us. These neighbors are well aware how destructive this honking is, but they (and the property owner too) refuse to do anything to stop any of it.

Any ideas? The police probably won't respond, as they don't come when several neighbors call about loud amplified band ''music.''
