Metro Columbus Clubs & Organizations PATA History Pages Mitch O'Brien Selected to fill Shaver's Council Seat Vote to occur at the February 17th Council meeting On Monday, February 9, 2004, the Rules Committee of City Council, along with two other members of Council unanimously made their choice to fill the vacant seat for the unexpired term of Mayor Shaver. Additionally, they agreed that the Council, as a whole, will sponsor a resolution and the declaration of immediate necessity and emergency so that the Council's action can be completed and effective prior to the expiration of sixty days from the office becoming vacant.
