The following is a proposal designed to improve all communities. It says simply that it is bad government policy to tax improvements to private property.
We ask each community leader to share the following resolution with their members and take action to change the current policy.

A Sample VADt Resolution in support of Tax Relief
for Real Property improvements
RE: The Value Added Deferred taxation* [VADt] project Tampa, Florida June 2007.
WHEREAS - The current policy of taxing real property improvements discourages those improvements,
WHEREAS - The corollary, it is reasonable for a CommUNITY to expect improvements to real properties if those improvements are not taxed,
WHEREAS - This initiative is applicable to all real property, private and commercial properties that are older than 4 years?,
WHEREAS - This initiative is tax revenue neutral in the short term and tax revenue positive in the long term because it results in long term wealth creation,
WHEREAS - This all inclusive initiative encourages improvements to private property directly related to the owners decision to increase their Quality of Life [QOL] and/or the value investments.
WHEREAS - This initiative is more likely to attract outside investment monies into Tampa to be invested in improvements to private and commercial properties,
WHEREAS - The initiative is especially important to small business owners who can expand and improve their competitiveness while not incurring additional taxation for those improvements,
WHEREAS - The entire community is well served by this initiative in regard to QOL improvements and to increasing the local tax base when the property is sold at the higher market value/price,
WHEREAS – this proposal is tax revenue neutral up to the time the average residential roll over and commercial property is sold, at which time it becomes revenue rich with the increase in wealth generation. Ad valorem taxes increase due the increases in property value.
WHEREAS - this policy encourages investment is communities, increases infill, and helps prevent urban sprawl.
WHEREAS - this policy will move cities toward green building since the improvements to private and commercial properties must be be Clean and Green.
THEREFORE - let it be resolved that we ________________________________ endorse the VADt proposal on this day _________________________________
