1)Ask to speak to the director of Mahattan liaison.
2)Leave your name , number, your adress
3) give a brief description of the problem
4) give the time and date it is occuring

Emphasize that

1- it is not an isolated incident
2- the DOT NYPD and Port Authority have been unable to resolve the problem for the last 3 years
3- Express your distress and hope the mayor will take action.
