What is the deal with the basketball goal letter?

What basketball goal letter?  Did everyone get one?

I guess only the people with basketball goals got one. 

It says that ALL portable basketball goals have to be wheeled into the garage when not in use.  It also says that no one should put up a permanent goal without approval from the developer (which is stated in the deed restrictions). 

The letter references portable goals that have become "eyesores" and have garnered many complaints because bricks and rocks are used to keep them from blowing over OR the goals are left laying down for long periods of time when they do fall/blow over.
