NEIGHBORHOOD ASSOCIATION MEETING MINUTES

The following are the minutes from the Glenmorrie Neighborhood Association meeting held Wednesday, March 31, 2004, at the Palisades Thriftway, located at 1377 SW McVey Avenue in Lake Oswego, OR at 7:30 P.M. For the convenience of the association members, the meeting for this Minor Partition was scheduled to be in conjunction with the normal monthly association meeting. I, Wade Ballenger of All County Surveyors & Planners, Inc., and Tony Mele, the landowner and developer of the site, were present at the meeting to present our proposal and to answer questions. The only materials presented at the meeting are the attached site plans (2 sheets). The minutes below list the question and concerns in 10-point Arial font, and responses in 12-point Times New Roman with a border around it.

MINUTES

How will sewer be provided?

RESPONSE: There is an existing sewer line on the eastern side of the property that will serve the 3 new houses.

How will storm water be handled?

RESPONSE: Downspout water will be detained either by soakage trench or drywell.

What size will houses be?

RESPONSE: Tony Mele stated that the houses will be approximately 5000 to 8000 SF. I added that the Floor Area Ratio in the City code limits the size of the houses. I did not know the FAR at the time of the meeting. I have since looked it up and it is 0.3 for lots > 20,000 SF. For the 20,000 SF lots, the houses can be up to 6,000 SF. However, the houses will not be this large. The house on the 40,000 SF lot will not be this large either. Many attendees did express concerns over the houses being too big.

Will any trees be removed?

RESPONSE: All trees that are healthy will be preserved where possible. The existing laurel hedge on the northern and western sides of the property will required some trimming and removal for driveways and for sight distance at the intersection of Glenmorrie Drive and Poplar Way.

What are the setbacks for this zone?

RESPONSE: At the meeting, I responded in error that the front setbacks are 20 feet (front = 25 feet). I did correctly state that the rear setback was 30 feet and the side setback was 15 feet.

What is status of sensitive land delineation line?

RESPONSE: At the time of the meeting, I was still waiting for a response from our wetland specialist and did not know. The reason this question was asked was because I had stated that the lot configuration could change depending upon the where this delineation line was located at. The line must be approved by the City before this question can be answered.


Will the large lot be partitioned in the future?

RESPONSE: The large parcel will belong to whoever purchases it. If they wish to partition it, they will have to go through the land division process with the city to see if it is possible. I also stated that it was also dependent upon the sensitive delineation line and its final location.

How tall will the houses be?

RESPONSE: The maximum height for houses in this zone is 35 feet.

How will water be provided?

RESPONSE: Still waiting on approval from Glenmorrie Water Cooperative.

How long before building begins?

RESPONSE: Approximately 6-8 months depending on how well everything goes with the City and the delineation line.

Will there be curb and sidewalks? What kind of street improvements are required?

RESPONSE: No curbs or sidewalks are to be installed for this project, though Glenmorrie Drive is part of a pedestrian focus zone for future planning. Many attendees expressed concern over the possibility of curbs and sidewalks. Poplar Way is to be paved with asphalt and have 3’ gravel shoulders.

Concern was expressed over keeping Poplar Way clean and also keeping construction noise down.

RESPONSE: Tony Mele responded that he would keep road clean and would only do construction during approved working hours. I also stated again that Poplar Way would be paved.

What will be the general “look” once everything is completed?

RESPONSE: It is a goal of this project to have as little impact to the neighborhood as possible. The hedge will remain (except as noted earlier) and there will be no major changes to the streets, except for Poplar Way being paved.
