After posting this letter Carolyn McCaskill contacted us through our web site to let us know she had put the ribbons up. We explained to her the reason they had to come down on Seneca Place and Tyvola Road. We did not remove them on Horton Court since that is not our adopt a street. We left the ones up on Seneca Place approximately one month from the date of the incident. WE did think they were well made and looked nice. The problem was with our Adopt A Street Contract.
