THE UPTON MASTER PLAN
Renewal, Revitalization and Restoration Of A Piece Of History
In 2003 the Bethel Outreach Center recieved funds from the City of Baltimore's Community Development Block Grant program (CDBG) and joined forces with the Upton Planning Committee to create the Upton Mastering Planning Committee. This group oversaw the creation of a Master Plan for the Upton Neighborhood.
Currently the Upton Planning Committee is engaged in partnership with the Baltimore City Government in the implimentation of the Upton Master Plan.
The Future For Upton's Historic Marble Hill Community
The Marble Hill Community, located on the Eastern edge of the Upton Neighborhood, has the distinction of being the first African American Historic District in Baltimore. The recommendations for this area are intended to build upon existing strengths and take advantage of developments in adjcent neighborhoods. The focus here will be on preserving and redeveloping existing structures in order to increase housing values. The implimentation phase II of the Upton Master Plan began with the Marble Hill SCOPE/homesteading project, with 15 vacant properties being marketed for sale on June 11, 2005.
With this new beginning Marble Hill, a primere African American National Historic District, has become a communiy of choice and a point of destination.

Upton has all of the ingredients to be a thriving, successful neighborhood: great housing, livable streets, proximity to employment and cultural centers, five train stations within a short walk or drive, a neighborhood commericial district and an extraordinary story to tell about its past. Most of all, Upton has a dedicated core of residents, many of whom have lived in the neighborhood for more than 30 years. These stake holders have refused to let go of their belief in Upton's potential and provided the momentum that moved this planning process forward. Their collective muscle continues to move this process forward and has become the energy that keeps all of Upton's stakeholders and partners focused on a common goal.
